Research On Progress Management Of Shantytown Reconstruction And Resettlement Project In Y Community Of X Town

As a long-term,systematic and complex comprehensive project,shantytowns transformation is connected with social livelihood and economic development.As the top priority of shantytowns reconstruction project,resettlement has always been the key link with the most complex interest disputes,multiple contradictions and hidden dangers,and the greatest risk of social stability.The Y community of X town is not only a resettlement community of 8 villages and 2002 households,but also affects the construction of major infrastructure of Py reservoir.According to the requirement of reservoir impoundment before the flood season in May 2019,the resettlement project must be completed before the end of April 2019,with mandatory time constraints and milestones.Due to the influence of overdue community construction,the start time of resettlement project is delayed from February 20 to March 10.There is a great risk of delay according to the original schedule.Based on this,the research widely learns from the theoretical research results at home and abroad,makes field investigation to understand the status quo,existing problems and influencing core factors of project schedule management,optimizes project schedule management by using WBS and critical chain technology,greatly reduces the safety time in the process,appropriately prolongs the construction period of the drawing lots process according to the human resource conflict,and sets up 13 day project buffer and 5 items The connection buffer reduces the project duration from 55 days to 41 days,and achieves the mandatory constraint time smoothly.At the same time,relying on PDCA theory to strengthen the control and implementation of the optimized schedule,this paper puts forward safeguard measures from four aspects:establishing work coordination and promotion mechanism,strengthening project risk prevention and control,establishing risk response and disposal system,and strengthening policy publicity and popularization,optimizes the organizational structure and strengthens material management guarantee,especially focusing on the buffer zone monitoring.During the implementation of the project,the buffer time of 13 days set in the plan has not been consumed,and the actual construction period is only 28 days,which is 49%less than the initial schedule of 55 days.The implementation of resettlement project and the impoundment of Py reservoir are smoothly guaranteed,and the living environment and living standard of 2002 villagers are effectively improved.At the same time,the application of WBS,key chain technology and other management theories in the transformation and relocation of shanty towns is also discussed The application of Resettlement Engineering and other fields plays a certain degree of innovation.
