| In recently years,economic and social development in China was led by information construction,The Internet,big data,cloud computing and other information technologies were used to enhance work efficiency gradually and reduce the cost of recruitment.Maritime information construction was greatly important to overall development of marine in China.In the past five years,information technology and concept developed rapidly,Internet+,big data,Artificial Intelligence,cloud computing and other strategies of information development had been made and implemented by the state.Meanwhile,the function of government was transformed,service,supervision and management models were innovated,new requirement was put forward to maritime administration.Policies of streamline administration,delegate powers,and improve regulation and services,maritime regulation model innovation were implemented in order by the state,the evidence was provided for maritime administration informatization and intelligentization in China.Maritime regulation model was innovated desperately with the rapid development of technology and shipping business.The strategy of building China’s strength in transportation and marine was kept on promoting the implementation,maritime information construction was more important,a contribution of enriching theoretical system of research on maritime informatization was made by the author through exploring and innovating maritime construction intelligentization.The thesis was based on the new historical starting point,achievement of maritime information construction and problems of restricted maritime development were summarized,the scenario of maritime information construction in the future was put forward.Maritime informatization affair task at the moment and development direction of maritime informatization in the future was defined through analyzed development situation and mission period of maritime information construction in China.The key and hard points of maritime information construction progress were inquired,workable solution was put forward according to problem-orientated.A big picture of maritime information construction development was drew from a global perspective,workable advice was put forward to maritime information development and construction of China in the future depended on maritime development with the time.Field survey and literature research were used by the author,according to overall requirement of modernization of governance systems and governance capabilities,reference to literature domestic and overseas,maritime information construction situation at the moment was researched with goal-orientated and problem-orientated.The questions and reasons of available information management tools used,constructed and repaired were systematic researched,development direction of maritime information construction was defined,to solve the key and hard points while to realize the scenario of maritime information development.The actual situation of the maritime information administration affairs had been fully considered by the author,advice about the overall implementation plan and work plan of maritime information construction was put forward depended on maximum utilizing resources and assets,modernization and intelligentization of achieving maritime administration supervision,regulation and service was improved by information construction. |
