Establishment And Application Of Competency Model For EPC Project Manager

The general contracting model of EPC project has been strongly supported by national policies and widely recognized by various enterprises in the industry on account of its operational characteristics of overall planning,resource integration,integrated management,and collaborative operation.And with the promulgation of the "Administrative Measures for General Contracting of Housing Construction and Municipal Infrastructure Projects" in December 2019,it is marked as the official entry of EPC project general contracting into the historic "initial year".As the core of project management,project manager plays a key role in the success or failure of the project,the level of performance,the profit and loss,etc.It is the most important and key resource in project management.Therefore,in order to better respond to the policy and adapt to the development of the industry,it is very important to study the competency of EPC project manager.In this study,firstly,by analyzing the relevant literature of project manager’s competency,combined with EPC project manager’s job characteristics,the characteristics of EPC project manager’s competency were summarized.According to the characteristics of competency,an initial questionnaire was set up,and some indicators were eliminated by exploratory factor analysis,and the theoretical framework and transition model of EPC project manager’s competency were preliminarily constructed.Then,based on the initial questionnaire,expanding the survey sample and using exploratory f-actor analysis method,it is concluded that the competency model is composed of 20 competency indicators in four dimensions:interpersonal relationship,personal characteristics,leadership and project management.The validity of this four-dimensional model is verified by structural equation model and the other three structural models are compared and analyzed.Finally,it is verified that the model is composed of four dimensions,which influence each other and work together.By testing the second-order model,the influence of four dimensions and 20 competency characteristics on the comprehensive competency quality of EPC project managers is obtained.The influence of four dimensions from big to small is:project management,interpersonal relationship,leadership and personal characteristics.Finally,based on the competency model of EPC project manager,this paper puts forward the operation process of recruitment and selection,the operation system of performance management and the specific steps of training development,and provides theoretical support for qualified EPC project contracting enterprises from three aspects:recruitment,performance management and training.
