A Research On The Audit And Evaluation Of Operating Conditions Of Civil Aviation Control Units

The operating conditions of air traffic control units should be met to ensure the safe,orderly and efficient operation of air traffic."Orderly" can be understood as the control unit in accordance with the unit management system in an orderly manner,in line with the relevant national laws and regulations and related industry standards system,can be recognized as standardized management.The advantages and disadvantages of air traffic control operating conditions can reflect the level of operating conditions of control units,and the index of influence factors can be determined by constructing an evaluation index system,which can be evaluated and improved.Aiming at evaluating the operating condition level of the control unit,this paper determines the evaluation index from the three aspects of safety,efficiency and standardized management,builds the operational condition audit evaluation index system with "human-machine-ring-tube-initial operation" as the first-level index,then evaluates the index month-on-month,combines the information weight method with the CRITIC method to form the CV-CRITIC method,and then the comprehensive TOPSIS method,adopts the CV-CRITIC method The TOPSIS method and the entropy right TOPSIS method conduct quantitative audit and evaluation studies on the factors affecting the operating conditions of air traffic control units and compare the evaluation results.The evaluation includes "assessment of single operating conditions index of air traffic control units" and "comprehensive assessment of operating conditions of air traffic control units",of which "comprehensive assessment" is divided into "comprehensive assessment of the overall operating conditions of air traffic control units" and "integrated assessment of single operating conditions of air traffic control units".The evaluation model and application recommendations are provided to assess whether the control unit of the new airport meets the operating conditions,whether the airport tower near separation work in operation can be implemented safely,and whether the Civil Aviation Authority evaluates whether it meets the relevant operational requirements,and the actual operation of the control unit after the separation of the tower.
