| In the past two decades,the civil aviation industry of China has maintained a relatively rapid growth.At present,the total turnover of transportation has been second in the world,and the volume of flights is increasing year by year.China has become a big power of civil aviation in the world.However,the annually increasing of the number of flights is bound to cause that the service task of civil aviation air traffic management of China is more and more heavy.At the same time,there are great differences in the annual amount of flight service among the control areas of air traffic control units in different regions.Therefore,in order to measure whether the existing safety capacity of the air traffic management units in our country matches the number of flights that they should service,and whether the existing security level has reached the requirements of the safety goal,both these need to be solved by building a safety capability assessment index system for air traffic management units,establishing the safety capability assessment models to evaluate the safety capability of each air traffic management unit.Firstly,the article elaborates the research status of the safety assessment index system and the quantitative assessment methods in the field of air traffic management at home and abroad,and elicits the research purpose of the article.Secondly,the article defines the safety capability of the air traffic management units and defines the research objectives of the dissertation project.And constructs a set of relatively complete index system of safety capability quantitative assessment for air traffic management units around five aspects: "liveware","hardware","environment","software" and "operation".The overall system is a tree-level structure with the safety capability of air traffic management units as the assessment target,and contains two level indexes,namely class one and class two(the number of indexes in each level are 4 and 2).On this basis,taking into account the dynamic adjustment of the index system,the article continues to expend 22 two-level indexes.Then from the quantitative assessment of the safety capability of several ATM units and the assessment of the safety capability of a single ATM unit,the safety capability assessment methods for air traffic management units are studied.Among them,the assessment of thesafety capability of several ATM units is divided into the two methods: the one-class safety capability assessment and the comprehensive safety capability assessment.The one-class safety capability assessment uses Factor Analysis which comprehensive factor scores can reflect the security level and problems existing in the single aspect(people,facilities and so on)of each ATM unit,and the proposed improvement measures were taken to prevent problems;The comprehensive safety capability assessment which reflects overall security level of the ATM units uses three methods which contains Co-prime Grey Clustering,TOPSIS and Entropy Method to compare and analyze the output of the three assessment methods,and to verify the accuracy of the assessment results and applicability of the assessment methods.The safety capability assessment of a single ATM unit uses the G1-TOPSIS method,and verifies the feasibility of the method by comparing the output results of the safety capability assessments of several ATM units and a single ATM unit.Finally,the article gives the feasible suggestions on the practical application of security capability assessment methods from the quantitative assessment of the security capability of several ATM units and a single ATM unit. |
