As the speed of economic development continues to increase,the total energy consumption of the whole society continues to increase.And problems such as total energy shortage and air pollution have become more serious.As China has set a development goal of achieving carbon neutrality by 2060,how to reduce carbon emissions and achieve a clean energy structure has become a key issue affecting China’s sustainable development.The construction of renewable distributed energy projects is close to the user in cities and villages.And the renewable distributed energy projects has the characteristics of low energy transmission loss rate,high utilization efficiency,and diverse application modes,which is one of the important development directions of the energy production revolution.The "New Energy and Renewable Energy Development Plan for the 13th Five-Year Plan Period of Beijing" emphasizes that the entire city should accelerate the deep integration of renewable energy and urban energy systems.Large-scale cities such as Beijing are actively trying to replace traditional energy sources through the development of renewable distributed energy projects,in order to achieve low-carbon optimization of urban energy utilization.However,the power output of distributed energy projects is unstable and unadjustable.The construction layout and operation economy of the project are affected by the conditions of regional renewable resources and the energy demand of users.Therefore,it is very important to study the matching degree of distributed energy projects with regional renewable resource conditions and user energy demand,identify the key influencing factors to improve the matching degree,and determine the optimization measures.Taking Beijing as the research object,this article first analyzed the development of renewable resources in Beijing,including the resource characteristics of solar,wind,geothermal and biomass energy and the development of renewable distributed projects;sorted out normative policies,incentive policies,and regulatory rules for the development and construction of distributed projects.And from the four perspectives,including total energy consumption,the industrial structure of energy utilization,energy utilization efficiency and renewable energy utilization rate,a comparative analysis of the change trend of the energy consumption environment in Beijing from 2010 to 2019 was carried out.Secondly,according to the flexible characteristics of the three subsystems of renewable resources,distributed projects and user energy demand,a flexible matching mechanism of the distributed energy project "Resource-Project-Demond" chain was proposed.At the same time,combined with relevant literature research,a flexibility evaluation system was formed,which provided an evaluation basic framework for analyzing the matching degree of the distributed energy project "R-P-D" chain.Then,the anti-entropy method and coupling theory were used to construct a matching analysis model of the distributed energy project "R-P-D" chain.Based on the data in 2015 and 2019,the time-space change characteristics and development changes of the flexibility matching level of distributed energy project "R-P-D" chain in Beijing were studied.Finally,a "projection pursuit-Moran’s I-spatial autoregressive" analysis model was established.Based on the matching results of the distributed energy project "R-P-D" chain in each administrative district in Beijing,this study identified the key flexibility factors that have an impact on the matching degree.And improvements for optimization of the matching degree of distributed energy project "R-P-D" chain were proposed.In the period of the reform of urban energy system and the development of the "13th Five-Year Plan",this research on the flexible matching calculation and influencing factor analysis of distributed energy project "R-P-D" chain is of great significance.At the same time,the research results can provide reference for renewable energy development planning in the "14th Five-Year plan".The distributed energy project "R-P-D" chain flexible matching mechanism and evaluation system constructed in this paper can provide theoretical support for the construction planning and scientific layout of regional distributed energy projects.The optimization measures and suggestions provide a reference for accelerating the integration of renewable energy into the urban energy system and promoting the transformation of energy consumption to low-carbon development and efficiency improvement.
