Railway wagon depot repair is a first-class important course in regular maintenance of railway wagon. Through conducting management studies on safety risks of railway wagon depot repair, identifying safety-endangered events, analyzing causes and results, evaluating risk grades and making control measures, the unsafe acts and unsafe status of personnel during railway wagon depot repair can be reduced, the unsafe operation conditions can be changed and the management can be standardized to prevent and reduce personal casualty, wagon-responsible train operation accident and equipment faults of train operation, which are of significant importance to ensure railway safety and stability.On the basis of the theory of safety risk management and taking the maintenance of railway wagons, the Thesis studied the safety risk management of railway wagon depot repair and obtained products of the following aspects:(1) It made a statistics of wagon-responsible accidents and responsible train operation equipment faults of the entire line during the past 3 years, collected safety problems of a railway wagon depot repair organization during the past 10 years and established a 6×5 risk matrix for safety risk management of railway wagon depot repair.(2) It recognized 26 safety-endangered events of railway wagon depot repair, including cold and hot cutting of axle; loose, detachment and breakage of accessories; braking faults; braking malfunction; train separation; fire and explosion and vehicle damages.(3) It analyzed the causes and results of the 26 safety-endangered events of railway wagon depot repair and conducted risk evaluations using the risk matrix, resulting in 1 A-class risk, 6 B+-class risks, 14 B-class risks and 5 C-class risks.(4) Aiming at the A- and B+-class risks and partial B-class risks(12 higher class risks in total), it made 118 corresponding risk control measures(including 20 cause-eliminating measures, 77 frequency-reducing measures, 8 result-controlling measures and 13 result-relieving measures) and conducted initial evaluations on the effectiveness of those measures. The effectiveness evaluation results of the 12 higher risks are: 0 effective control, 7 normal controls, 4 partial controls and 1 repeat control.The study in the Thesis shows that, the existing safety management is the foundation of risk management and safety risk management is effective supplement and perfection of the safety management system of railway wagon depot repair. Through determining the risk class of the event, limited resources can be invested in controlling high-dangerous event by an order of priority and maximum system safety can be achieved under limited conditions.
