| With the development of the times,especially since the 18 th National Congress of the Communist Party of China,since the reform of the “corporate system” of the China Railway Corporation,18 railway bureaus have stood at the forefront of China’s economy as “group limited companies”,laying the foundation for the further deepening of railway reform A solid foundation.With the rapid development of high-speed rail operations,railway companies need to provide more and more service items and scopes,and the amount of contracts that need to be signed is getting larger and larger,and the importance of contract management capabilities is becoming more and more prominent.In the course of business operations,if there are loopholes in the contract,the economic interests of the enterprise may be damaged.If the situation is serious,the image,interests and reputation of the enterprise may be damaged.Therefore,it is particularly important to improve contract management capabilities.This paper takes l locomotive depot as the research object,analyzes the contract management ability of L locomotive depot,and puts forward relevant management strategies.This paper describes the content of the article through six parts.The first and second parts are the introduction and related theoretical knowledge.The related concepts and theoretical knowledge include the concept of contract,contract management,contract management ability and the constituent elements of contract management ability.At the same time,the contract theory,internal control theory,contract management theory,contract management ability fuzzy theory are explained in detail,which provides the basis for the questionnaire analysis.The third part is about the contract management status of L locomotive depot and questionnaire analysis.In this part,the actual situation of L locomotive depot is summarized.At the same time,questionnaire design,analysis,statistics and theoretical research are carried out according to the existing actual situation of L locomotive depot contract management.The fuzzy evaluation method is used to calculate the contract management capacity of L locomotive depot,the results show that the contract management ability of L locomotive depot is medium and needs to be improved.According to the investigation and statistical analysis,the contract management of L locomotive depot mainly has the following problems:(1)the contract strategic planning ability is insufficient,showing a piecemeal planning;(2)the contract signing and control ability is low,resulting in management imbalance;(3)the contract evaluation and feedback ability is weak,and the realization is result oriented rather than process evaluation.By exploring the problems,in the fourth chapter,the reasons for each problem are analyzed,which are mainly reflected in the insufficient development of the market,the lack of professional flexibility and standardization of contract management,and the imperfect operation mechanism.According to the above reasons,the fifth part puts forward the corresponding countermeasures.In the process of improving the strategic ability of contract,it is proposed to comprehensively investigate the feasibility of the project,attach importance to the determination of long-term objectives and pay attention to the assessment of agents.In the control of contract making and control ability,it is proposed to establish a professional team,cultivate professional talents,strengthen team building,clarify the rights and obligations of both parties to the contract,strengthen the supervision system,and introduce the third-party supervision department.Through the use of Fuzzy Evaluation Method,combined with the actual situation of L locomotive depot,this paper summarizes the causes of the problems and corresponding solutions,further optimizes the contract management of L locomotive depot and improves the contract management level,which has certain reference significance for other companies how to standardize contract management and improve contract management mode. |
