Research On The Influence Factors Of Policy Implementation Of Green Building Evaluation System

At present, China’s domestic green building evaluation system framework was started to be formed. However the evaluation system was only implemented in a few provinces. The implementation in other districts was not successful. To explore China’s green building evaluation system, this article takes multi-case study approach discussing the execution of the British BREEAM, the United States LEED, Japan CASBEE and the Singapore Green Mark to extract the dimensions of the factors influencing the execution by the green building evaluation system, explore the interaction between the various influencing factors effectively. and summarize both society-oriented and government-oriented process of policy implementation and experiences. Then on basis of the summaries, the article puts forward principles and recommendations for China’s green building evaluation system implementation, providing a scientific basis and policy guidance for the government departments promoting green building evaluation system.Firstly, on the basis of domestic and international theoretical research and practical results of executive influencing factors on the green building evaluation system, the article theoretically analyzed the factors influencing the process of implementation of the green building evaluation system, effectively extracted the dimension of the main factors affecting system implementation, including the perfection of execution of the policy, the execution of executing agency, acceptance of target groups as well as the suitability of the policy environment, and each factor there is interacting with the others, constructing theoretical research framework. Secondly, on the basis of the theoretical framework, the article analyzed analysis the British BREEAM, U.S. LEED, Japan CASBEE and Singapore Green Mark execution case from the perspective of multi-case study, and extracted the secondary influencing factors indicators of the influencing factors of green building evaluation system implementation under four categories of impact factors dimension. Third, according to the interaction among the various influencing factors in the process of policy implementation theory, the article extracted four groups of the interactive relationship between influencing factors to analyze and discuss, and summed up the two main ways of implementation process of the national green building evaluation system---one is society-oriented policy implementation process with the operation of the market going on throughout the while process; the other is government-oriented policy implementation process with government departments’coercive force leading the whole process of policy implementation.At last, on the basis of the analysis, the article made clear of the current situation of our domestic green building evaluation system’s implementation, put forward four cardinal principles we should adhere to in implementing our green building evaluation system, and a series of suggestions on government-oriented, market fully involved, and gradual promoted green building evaluation system referring to experiences of different implementation process.
