| In the past ten years,the construction engineering electronic bidding has developed rapidly in the information age.The 2011 version of the "Regulations on the implementation of the law of the people’s Republic of China on Tendering and bidding",for the first time,advocates bidding through information network.In May 2013,the state passed the "electronic bidding method",and began to require the bidding to be transformed into information technology.Then,in August 2015 and may 2019,the State Council successively issued specific work plans for the integration of public resource trading platforms and guidance for further deepening the integration,respectively requiring governments at all levels of the country to start to promote electronic penetration into the whole bidding process,as well as other higher and newer requirements.For response to the guidance of the state on electronic bidding,a city started to gradually introduce the construction project transaction online step by step in 2013;in2017,the Construction Engineering Trading Center reorganized from the original Municipal Construction Committee into the public resources trading center,and optimized the original electronic bidding process under the new trading system.At present,the whole process of E-Tendering and bidding for construction projects has been basically realized,but there are still many policy contents that have not been completed.At the same time,there are still many problems in the use of the platform,such as part of the process has not been transferred to the online,the policy requirements such as electronic letter of guarantee are not realized,there are many opinions on the process by the main participants,and the interaction between the participants is not good Upgrading.This paper aims to sort out the E-bidding process of a city’s construction projects,clarify the role of each participant in the process,summarize the problems in the process from the perspective of process management,and simplify the redundant and repeated processes by using the ESIA method in process optimization.In this paper,the electronic bidding process is selected as the research object.The framework system of electronic bidding is described,and the management process from filing to bidding is detailed and comprehensive.The whole process is shown by flow chart.Through the expert interview method,we understand some historical reasons and policies in the process of setting up the existing process;we invite staff and service objects to carry out a questionnaire survey on the causes and Countermeasures of the existing process,and use the fishbone diagram method to analyze.After fully mastering the existing situation,the process optimization work based on ESIA method is started.These processes are divided into redundant,reducible and Integrable categories.The redundant process is removed,the tedious process is simplified,and the multi messy process is integrated.Finally,the complete and optimized automatic electronic bidding process is expanded,and the policy adaptability and time cost of the process before and after optimization are compared Cost,economic cost,human cost,risk level,the conclusion of the optimization study is feasible.In this paper,the main problems existing in the existing process of the research object are obtained through systematic combing. |
