| With the rapid development of current network information technology,the bidding industry and all sectors of society have made full use of the advantages of network integration to facilitate the development of the bidding industry.Under this background,my country’s road engineering is developing rapidly.Electronic bidding and bidding are being vigorously promoted throughout the country.Electronic bidding based on information technology breaks the traditional method of recording information on paper.It has the advantages of high accuracy,high efficiency and low cost.At present,electronic bidding technology is gradually being promoted in our country.Due to environmental and economic changes and development,this new technology has also brought some non-negligible risk factors.Bidding is the main link in issuing and obtaining road engineering projects.The electronic bidding mode adopted and the risk issues in the bidding process will affect the follow-up work.Therefore,it is necessary to pay special attention to the impact of risk elements when managing and using electronic bidding methods and dealing with related risks.1.This article first elaborates the basic theoretical knowledge of traditional construction project bidding and electronic bidding.Through preliminary learning and understanding of the specific theoretical knowledge of related risks,it determines the type of electronic bidding risk elements and the risk evaluation index system and selects appropriate risk indicators.Evaluation method of the system.2.Taking the electronic bidding of a section of highway engineering project as an example,according to the characteristics of highway engineering,use Delphi and flow chart method to identify each risk-producing node in the electronic bidding process,and establish a list of risk elements to classify the list into one Level indicator risk and secondary indicator risk,and build a risk evaluation system.3.Use the network analytic hierarchy process and fuzzy comprehensive evaluation method to establish the discrete Hopfield feedback neural network model,from the preparatory work stage of the project case electronic bidding stage,the bidding stage to the final contract signing stage,comprehensive analysis of the entire electronic bidding stage.4.Scientifically evaluate the risk of electronic bidding based on the weight of risk indicators,and the results show that the overall risk of the project is controllable.And discussed the risk response strategy of highway engineering project electronic bidding.In the process of studying the electronic bidding of highway engineering,this paper quantifies the qualitative research of risk issues and determines the weight of risk indicators.The research method adopted for the establishment of highway engineering risk assessment is relatively scientific and the analysis process is relatively comprehensive.It enumerates the influence of policy documents,social factors,internal environment and other factors on electronic bidding projects,builds a risk assessment system,and proposes how to control risks.At the same time,the risk response method selected based on the evaluation model can ensure the safe,efficient and orderly progress of electronic bidding,and meet the needs of owners. |
