Water resource is the natural resources that human beings depend on for survival.It's also an important material basis of economic and social development.Water consumption is on the rise due to rapid population growth and accelerating urbanization worldwide.Beijing is a super-large city and it is also a serious water shortage one.In the rapid development of social economy,the obvious contradiction between the supply and demand of water resources have been increasingly emerging.In the future,the demand for water in Beijing will sustain.Building a water-saving society and demand water security in the capital are the fundamental way to alleviate the shortage of water supply.Realizing high-quality green development with reduced water supply are the inevitable choices for Beijing to solve the problem of water shortage.Beijing has used different ways to save water over the years,such as improving systems and policies to promote water conservation.The water saving level in this city has been greatly improvedwhich has achieved good results and alleviated the pressure of supply and demand of urban water.However,compared with the requirements of the construction of a water-saving society,there are some problems such as the system and institutional standards of water-saving society are not yet sound,the support of water-saving technology needs to be improved,the evaluation index system of water-saving society as a guide is lacking,the difficulty of systematically and comprehensively evaluate the level of water-saving society is not clear.All the reasons above can't meet the needs of water-saving management.In order to accurately understand and quantify the level of water-saving social construction,it is urgent to put forward a comprehensive and scientific evaluation index system as a guide to evaluate the water-saving social construction of Beijing.During the study I used some methods to express.For example literature research,numerical analysis,frequency statistics,hierarchy analysis and fuzzy comprehensive evaluation methods and so on.The construction of evaluation index system for water saving social construction in Beijing and the evaluation of case application were carried out.First of all,the research progress of water-saving management and evaluation are the basis.This paper expounds the connotation and characteristics of water-saving society and clarifies the main line and technical route of research.The purpose of this paper is to analysis the utilization of water resources and water structure in Beijing,find out the reason of insufficient analysis,dig water-saving space in the industry,broaden the utilization way of reclaimed water,replace secondary water efficient water-saving appliances,pay strict attention to key water users in the service sector,promote efficient and water-saving irrigation and other key areas of water conservation.For subsequent to establish water-saving society construction of Beijing index system provides the basis of the status quo and data reference.Through to the national and provincial contrastive analysis of the evaluation index system of water-saving society construction,combined with the experts and scholars research achievements,clear index selection principle,with "public participation,social work" as the core.With the goal of "ensuring sustainable economic and social development",the evaluation index system of water-saving social construction is constructed with 20 quantitative and qualitative indicators in five categories including comprehensive,management,living,production and ecology.The evaluation index grade standard is developed by referring to the water-saving level in advanced regions at domestic and abroad.The corresponding weight value of each index is obtained by means of analytic hierarchy process.Pinggu district of Beijing is selected as an application evaluation.Fuzzy comprehensive evaluation method is adopted to evaluate and analyze the construction level of water-saving society in this area.The evaluation results show that the construction level of water-saving society in Pinggu district is in the middle stage.The result is consistent with the actual situation.Accordingto the evaluation results,combined with the index scores,this paper summarizes the major problems in the construction process of this area,such as low proportion ofhigh-efficiency and water-saving irrigation,inadequatewater-saving management,extremely low proportion of unconventional water resources in green space,and urban water supply pipe network leakage rate is high.This paper can provide certain reference significance for each area of Beijing to grasp the process and direction of the construction of water-saving society.Also to formulate goals,plans and measures.It can provide experience for other similar provinces and cities to evaluate water conservation.
