Water is an essential and important resource for human survival,and it is also the steel framework supporting national construction.Nowadays,as an important strategic resource,water resource has been paid more and more attention.The water control policy(water saving priority,spatial balance,systematic treatment,and two-handed development)points out the direction for strengthening water treatment and ensuring water security in the new era.Zoucheng city has intensified its water resources management to prepare for a water-saving pilot city in recent years.In order to explore the scientific level,management level and social water saving effect of Zoucheng on water resources management methods,a social water saving evaluation system is established to evaluate the social water saving level of Zoucheng city,and to provide a theoretical reference for water resources management planning.This paper takes Zoucheng city as the research area.Based on the analysis of the progress of social water saving research at home and abroad,this paper constructed seven evaluation layers of first-level criteria,including domestic water-saving,ecological water-saving,industrial water-saving,agricultural water-saving,economic water-saving,comprehensive water-saving and management water-saving,and twenty-seven second-level indicators evaluation layers,including ten thousand yuan of GDP water consumption and irrigation water utilization coefficient.A fuzzy comprehensive evaluation model based on analytic hierarchy process and particle swarm optimization(PSO)is constructed.The weight matrix constructed by AHP is optimized by particle swarm optimization,and the weights with good consistency are obtained.The fuzzy comprehensive evaluation method is applied to the fuzzy comprehensive evaluation method.Thus,the water-saving social class of Zoucheng city is obtained.The system quantifies the level of social water conservation and proposes targeted countermeasures.Taking social water saving in Zoucheng city as the research object,the research results are as follows:(1)According to the optimized weight value of the model,comprehensive water-saving and industrial water-saving are highly valued in the evaluation layer of the first-level criteria,followed by domestic water-saving,agricultural water-saving and ecological environment,and water-saving management and social economy are relatively less valued.In the secondaryindex evaluation layer,the water consumption per ten thousand yuan of industrial added value,per capita water consumption,per capita water resources occupancy,effective utilization coefficient of irrigation water and other factors are attached great importance,while water-saving legal education and publicity,per mu average irrigation water consumption and other factors are attached less importance.(2)According to the social water-saving evaluation grade of the model: The social water-saving evaluation grade of the current situation is good in 2018.The industrial water-saving,agricultural water-saving and water-saving management grade of the first-level criteria evaluation level is high.The social economic level is low,and the other evaluation levels are intermediate.In the second-level index evaluation layer,the lowest level of ecological water use rate is in the starting level,so Zoucheng city needs to pay more attention to the establishment of ecological wetland group and water landscape corridor,and strengthen the ecological water management of river channel.(3)It can be seen from the change trend of water-saving in Zoucheng city from 2010 to2018 that social water-saving is in the primary stage from 2010 to 2011,and the social water-saving level is in the intermediate stage from 2012 to 2017,and reaches a good stage in2018.Various water-saving technologies have developed rapidly.Agricultural water-saving has made a leap from intermediate to good,and industrial water-saving has made a leap from good to excellent.Social water-saving level is on the rise in general.In recent years,the water resource management level of Zoucheng city has been growing steadily,reaching a step from primary level to good level.The water-saving management effect is remarkable in Zoucheng city.Through the establishment of water-saving society evaluation model and quantify the level of water-saving society by the numbers since 2010-2018,the evaluation result shows that the water resources management of Zoucheng city has a scientific and reasonable management method,made substantial efforts in water resources management,water resources management to achieve a higher level,water-saving society has made remarkable achievement in recent years.
