Research On The Comparison & Development Of Guarantee System In The Field Of Construction Engineering

With the sustainable and healthy development of China’s construction industry,construction engineering guarantee is one of the means of project risk management and should be reasonably promoted and applied.Since the introduction of engineering guarantee system in China,administrative rules and the national level,local level have issued policy documents,push forward the engineering guarantee structural design mainly have tender guarantee,advance payment guarantee,performance guarantee,payment guarantee,the owners pay guarantee,quality guarantee,migrant wages payment guarantee deposit,etc.Due to the differences in the risk management mechanism of the construction project market,the allocation of market resources and the power of overall planning,the construction project guarantee system gradually implemented in China should be further improved to optimize the integrity of the construction project market and enhance the integrity of the construction project market competition.On the basis of fully reading related literature,books and main research results;In the United States,Britain,FICID contracts,"the bank’s procurement guidelines" and so on main mature engineering guarantee structure design as the research object: first: the transverse comparison method to guarantee our country engineering structure design is reasonable,and then rebuild the adapt to China’s current construction of the basic engineering design and guarantee agencies aided guarantee structure design two parts;The rationality of the design of the construction project guarantee mode and guarantee amount can meet the demand of the main body of the construction project guarantee market.Secondly,by using the method of vertical comparison,the development stages of China’s engineering guarantee should be divided reasonably according to the development process of China’s engineering guarantee,and the improvement and evolution of China’s engineering guarantee structure design,guarantee mode and guarantee amount in different stages should be studied.Third: through practical cases and corresponding academic research,summarize the main problems existing in the implementation process of China’s current construction project guarantee improvement,analyze the root causes and give some Suggestions.The main conclusion of this paper is: through the analysis of the above contents,the basic structure of engineering guarantee structure design in China should be gradually established with "bid guarantee& performance guarantee & payment guarantee" as the core,supplemented by "maintenance guarantee" to gradually replace the auxiliary structure of quality guarantee and engineering repair cost.Construction project guarantee way to bank guarantee,construction engineering guarantee company guarantee and insurance policy main guarantee is given priority to,such as construction engineering guarantee coverage according to the market structure in our country,to guarantee basic structural design gradually transition to a high forehead guarantee mode,strengthen the implementation of the construction project guarantee system and perfect the practice problems.Practical and perfect engineering guarantee system,continuous improvement in the process of practice,which can effectively improve the level of construction engineering project management,contract compliance,safeguard the interests of all parties,the contract subject to promote and perfect the guarantee system of construction project is beneficial to our country engineering guarantee market development,is advantageous to the project sponsor business development,further promote the construction and engineering guarantee market credit mechanism.
