Research On The Guarantee Mechanism Of Construction Project Quality From The Perspective Of Stakeholders

Construction project quality is a hot issue in our society currently,which plays an important role in social production and in people's life.In recent years,with the accelerating process of urbanization and the expansion of infrastructure construction scale,accidents related with construction project quality occur more frequently,causing serious loss of life and property to the country and the people.Since numerous stakeholders with perplexing relationship are involved in one construction project with their own specific objectives and demands,how to communicate and coordinate between them and how to strengthen cooperation in decision-making are the basic requirements to optimize the relationship among stakeholders,to maximize common interests and to guarantee the construction project quality.Therefore,it is of great theoretical value and practical significance to study the factors that affect the quality of construction projects and to establish the quality guarantee mechanism from the perspective of stakeholders.Based on the systematic review of the research results of the domestic and foreign scholars on stakeholders,quality management and assurance,construction project quality management and other related fields,this dissertation first identifies the stakeholders involved in the whole process of the construction project and classfies them into eight key categories as follows construction owners,construction units,supervision units,suppliers,design units,government departments,social organizations,public media and users.Then,responsibilities of these stakeholders in project construction are analyzed.Through the analysis of the relationship among the main stakeholders in the construction project,a dynamic model on quality management relationship among stakeholders is established.Then,based on the above literature review and theoretical research,this dissertation extracts the related factors that affect the quality of the construction project from the perspective of stakeholders.Because these factors are deducted by using the standard research method,to verify these factors,the author designed a questionnaire.With the data from the questionnaire survey,28 key factors that have relatively big influence on construction project quality are further selected by using rough set.However,the mechanism of the impact of these key factors on the construction project quality still needs to be proved through empirical testing.By drawing on the previous research results,this dissertation puts forward the theoretical model of the influence factors of construction project quality from the perspective of the stakeholders.In this model,survey and design units,construction units and supplier units are classified as direct factors which have a direct impact on the construction project quality;construction owner and supervision units are classified as driving factors which will indirectly affect the construction project quality through their influence on the direct factors;the users,government departments,social organizations and public media are classified as fundamental factors which have a fundamental impact on both the quality of the construction project and on the driving factors and direct factors.According to the theoretical model,a series of hypotheses are put forward on the interaction mechanism between different stakeholders of the construction project.Then,the structural equation model of the stakeholders and construction project quality is constructed and modified.And the path relationship between stakeholders and construct project quality is also obtained,the final model to describe the relationship between construction project quality and stakeholders is derived.However,the relationship between each factor and the construction project quality described by the structural equation is static.Actually,the relationship between them is dynamic.Therefore,this dissertation uses the method of system dynamics to make a simulation analysis of the dynamic relationship between the stakeholders and the construction project quality.The simulation analysis shows that there is a positive relationship between the level of the construction project quality and that of the stakeholders,and this positive relationship is increasing in different degree with time.The simulation analysis also shows that the construction units,supervision units,construction owners and suppliers play a relatively important role in the construction project quality management system.Therefore,improving the quality assurance level of each stakeholder can further promote the quality of construction project.To conclude,based on the above theoretical analysis and empirical results,this dissertation puts forward the Construction Project Quality Guarantee Mechanism from the perspective of stakeholders.It is as follows:to improve the legal supervision and the guarantee mechanism of the government departments on construction project quality;to establish the supervision mechanism of construction project quality on a whole life cycle;to establish project quality information delivery guarantee mechanism;to implement quality responsibility trace mechanism;to construct contract management mechanism with incentives and constraints;to implement multi-linkage mechanism and to optimize benefit coordination and distribution mechanism.
