Research On The Problems And Countermeasures Of X Navigation Authority Credit Of Through The Ship Lock

With the deepening of the Yangtze River Economic Belt strategy,the demand for shipping along the Yangtze River is increasing,and the number of ships passing through the dam is also increasing.As the transportation supervisor of the Three Gorges-Gezhouba hydro project,X Navigation Administration Bureau plays a pivotal role in the development of the Yangtze River Economic Belt.How to give full play to not only the smooth and efficient booster role of the hub,but also the safe and orderly stabilizer role of supervision has increasingly become a concern in the industry.In order to change the traditional supervision mode,solve the problem of insufficient supervision resources,improve the work efficiency,and put limited human and material resources into the key supervision objects,X Navigation Administration Bureau has gradually established the credit management system of through the ship lock in the continuous practice and exploration,which is not only the internal demand of the modernization development of China navigations,but also the inevitable demand of the construction of social integrity system.However,with the increasingly serious situation of the backlog of ships waiting for the lock,the ship’s dishonesty has increased significantly,and the problems in the operation practice of the credit management of pass through the ship lock of X Navigation Administration Bureau are also emerging.If it is not improved in time,it will not only affect the performance of the supervision function of X Navigation Administration Bureau,but also directly affect the sound development momentum of Yangtze River shipping.For this reason,this paper takes the credit management work of pass through the ship lock of X Navigation Administration Bureau as the carrier,adopts the research methods such as literature analysis,questionnaire survey,comparative research method and so on.The main problems existing in the current X Navigation Administration Bureau credit of through the ship lock mainly reflect in four aspects,they are information quality is not high,management system is not complete,platform construction is not enough,credit awareness is not enough.The reasons for these problems are analyzed as follows: The level of social integrity is not high,the construction of the credit management system for through the ship locks started late,the crew through the locks is easily driven by interests.On this basis,the paper puts forward strategies and suggestions to strengthen the credit management in the aspects of cultivating the awareness of credit management,improving the credit management system,improving the level of credit information,and strengthening the application of credit management results of through the ship lock.
