Research On The Management Of Insland River Lock In Suqian City,Jiangsu Province

Water transport is an important part of transportation,waterway is the infrastructure of water transport,and ship passing structure is an important part of waterway chain.Therefore,the safety and smoothness of ship passing buildings plays a very important role in the development of national economy.The ships do not obey the management,stop and lean at random,grab in and grab out,overload ships fail to be effectively eliminated,there are many large and small ships,low-quality engine drivers crash the gate,crush and sink the ships,and the lock management needs to be strengthened,etc.Therefore,to give full play to the passing capacity of the ship lock,to shorten the time for the ship to pass and wait for the ship to pass,to promote the development of the water transport industry,and to make due contributions to the socialist construction,it needs the joint efforts of the ship lock,transportation,navigation supervision,water transport and other departments.But as for the management of the lock,we should improve the political quality,cultural quality,technical quality,management quality and working ability of the staff,strengthen the operation management of the lock,and promote the technical progress of the lock,efforts to strengthen coordination and cooperation with relevant departments can ensure the safety and smoothness of the ship lock,and shorten the time for the ship to pass the lock to the minimum,which is also the strategic goal of our future work.On the premise of consulting a large number of documents,newspapers and periodicals,works and so on,this paper takes Suqian of Jiangsu Province as the research target,Suqian River lock as the research object,and through theoretical research and practical investigation,based on the relevant theories of public goods and service-oriented government,this paper explores the following issues:(1)This paper studies the development situation of Inland River shipping under the current situation,and discuss the achievements and experience of ship lock as the throat of water transportation in the development of water transportation.(2)In recent years,with the rapid development of water transportation,water transportation has become more and more obvious because of its large volume,low cost,small pollution and less energy consumption.As the golden waterway,the ship ownership in the North Jiangsu canal channel is increasing,and the load of the channel and lock is more and more heavy.Ship lock is one of the important infrastructure and a limited resource of inland navigation.The operation efficiency of ship lock system has become an important obstacle to restrict the inland navigation.Improving the navigation efficiency of ship lock has become the key point of inland transportation.It is necessary to find out the crux of the problem and analyze the key and difficult points which restrict the management of the lock.(3)Based on the situation of the policy,the Suqian River hydrological characteristics of a comparative analysis.Suqian has to change its management mode and break through the bottleneck of management because of various problems arising from the particularity of its geographical position,which leads to various practical problems in the operation and management of ship locks,suggestions are made for the improvement of the management of navigation locks in the inland waters of Suqian.
