With the rapid development of China ’s railway construction and the continuous expansion of the railway network,China ’s railway transportation capacity has increased significantly.At the same time,some railway lines have extended to mountainous regions with poor geographical conditions.Frequent occurrences of earthquakes,typhoons,and heavy rains lead to station’s receiving and dispatching capacity and line passing capacity are reduced or even the traffic is interrupted,making the original transport route of over-limit cargo infeasible.If the route is not re-planned,choosing a safe and reasonable transport scheme,not only the normal operation of the whole railway network will be affected,resulting in the delay of over gauge freight train,in serious cases,it may also cause cargo damage,affect the safety and timely service image of the railway enterprise,and causing irreparable loss to the society.Therefore,it is necessary for this paper to plan and study the transportation path of over gauge goods in case of emergency.This paper applies the theory and method of railway operation organization in case of emergency to solve the practical problems encountered in the process of running out of gauge trains.Taking the "transportation path planning of out of gauge goods in case of emergency" as the research object,it can further tap the capacity of railway transportation of out of gauge goods,improve the transportation efficiency of out of gauge trains,and expand and supplement the research about route selection of out of gauge goods trains,which has theoretical value and practical significance.The main contents of this paper are as follows:(1)It summarizes the types and characteristics of railway emergencies,the emergencies that have affected the railway transportation order in recent years,and the four-stage method for emergency management of railway emergencies,expounds the relevant attributes of railway over limit freight transportation.There are four ways to adjust the train’s transportation plan in the event of an emergency,such as storage nearby,speed limit operation,returning to the place of departure or stoppage,and detour.The applicable scenarios are described separately.(2)Taking the detour route planning of out of gauge train in emergency as the research object,the influencing factors of detours including the location of emergencies,the determination of the start and end points of detours,the detour mileage,and the interval passing capacity were analyzed.Establish a railway network topology undirected graph,with short bypass time,low cost,and low interference on the line as the objective function,with railway limit limits,railway load capacity,interval capacity limits,station pick-up and delivery capacity limits,traction power supply and traction number and the path uniqueness are used as constraints to construct a multi-objective planning model for over-limit cargo transportation routes in an emergency situation,and the multi-objective problem is optimized into a comprehensive and optimal single-objective model for subsequent solution.(3)A genetic simulated annealing algorithm is designed for the model to solve the problem.Combining calculation examples and basic data,it generates an out-of-limit cargo transportation path in a sudden situation to verify the feasibility and accuracy of the model.
