Research On The Reform Of Electricity Selling Side Based On Public Policy

Electric power is the necessary energy for national production and life,and the electric power industry is also the basic industry related to the efficiency of economic development.The operation of power grid has been in a natural monopoly position for a long time.China’s long-term electric power industry mode is the exclusive operation mode of electric power region.After the start of the first round of electricity reform in 2002,power plants and power grid enterprises have been separated,but they are still monopolized by power grid enterprises.With the development of economy and the improvement of the efficiency of power resource allocation,there are some problems in the power industry,such as the lagging behind of the reform and development of the electricity selling side.Tianjin located in the center of Bohai economic belt,is one of the first pilot cities for the reform of power selling side.Beijing Tianjin area is also the first pilot area in China to carry out regional power trading.The Tianjin municipal government is trying to use the new reform policies to promote the healthy development of regional power industry.Power grid companies,newly established power selling companies and other main bodies are also in various national and local reform policies Explore and locate.Therefore,from the perspective of public policy to study the gains and losses of Tianjin’s electricity sales side reform policy,using the theory of public policy to study the policy direction of electricity sales side reform,to explore the reasonableness and systematization of policy-making,is a useful exploration for the future electricity sales side reform and even the promotion of national energy reform.This paper starts with the policy documents and reform practice of the state and Tianjin,and visits Tianjin electric power trading center,Tianjin electric power company and other relevant units,and conducts research through data sorting,comparative research and other ways.This paper comprehensively analyzes the relevant documents,policies and practice of the national and Tianjin electricity selling side reform,and finds out the problems in the electricity selling side reform,such as the imperfect laws and regulations,the imperfect electricity price mechanism,the prominent local protectionism,the lack of credit system and the inadequate government supervision,and makes an in-depth analysis of the power system reform by using the theory of policy transfer and the theory of interest groups based on the experience of foreign countries The existing problems put forward suggestions to improve the legal system,improve the price system of power market,eliminate the excessive protection of local enterprises by the government,establish the credit system of power system,and improve market supervision.
