Analysis On The Implementation Of Reform Policies On The Power Selling Side In Sichuan Province

In 2015,the "Several Opinions on Further Deepening the Reform of the Electric Power System" issued by the State Council of China opened a new round of deepening the reform of the electric power system in China.As the core of the new round of electricity reform,the reform of the power selling side has become a hot topic of widespread concern in society.The core task of the electricity sales side reform is to break the monopoly on the electricity sales side,introduce competition,gradually allow social capital to enter the electricity distribution business,form a mechanism where the electricity price is determined by the market,gradually restore the commodity nature of electric energy,and give play to the decisive role of the market in resource allocation.In September 2016,the National Development and Reform Commission(NDRC)and the National Energy Administration(NEA)approved the Comprehensive Pilot Plan for the Reform of the Electric Power System in Sichuan Province,and Sichuan Province officially began the construction of the electricity sales market.Since the implementation of the electricity sales side reform policy,the number of electricity trading market entities and the proportion of market-oriented electricity trading in Sichuan Province have both increased significantly,achieving phased results.However,with the gradual deepening of the construction of the electricity selling side market,the implementation level of market-oriented reform on the electricity selling side still faces many challenges.This article focuses on the policy implementation process and conducts an in-depth analysis of the power sales side reform in Sichuan Province.Firstly,using the method of literature analysis,this paper combs the current research situation on the reform of the power selling side,clarifies the research content,determines the theoretical basis for the research,and constructs a theoretical framework with the Mitt Horn policy implementation system model as the core.Then,through literature research,comparative analysis,and other comprehensive summary of the content,process,and effectiveness of the Sichuan Provincial Government’s electricity sales side policy reform.Then,using the method of investigation and interview,focusing on the Mitt Horn policy implementation system model,this paper comprehensively analyzes the current situation of policy implementation on the electricity sales side of Sichuan Province from six perspectives: decision-making objects and objectives,policy implementation process,information communication and response methods,characteristics of policy implementation,institutional conditions for policy implementation,and preferences of executives.The research concludes that during the implementation process of the reform on the power selling side in Sichuan Province,it is necessary to refine policy objectives,adjust the access standards for the power selling market,scientifically allocate information and personnel resources for policy implementation,improve the communication mechanism between the executive management departments and between the executive management departments and market entities,clarify the positioning of the policy implementing agencies,clarify their responsibilities and authorities,and strengthen their market awareness,Improve the supervision of the public on the implementation of work methods to ensure the smooth implementation of policies,and promote the implementation of Sichuan Province’s electricity sales side reform policies to better achieve the implementation effect.Through the research on the power selling side reform policy,the article has summarized six influencing factors in the implementation process of the power selling side reform policy in Sichuan Province,summarized and formed theoretical results that can be referenced.Combining the Mitt Horne policy implementation process analysis framework,the article proposes targeted policy implementation optimization recommendations,further enriching the theoretical research on the power selling side reform,and providing a reference role for the government in the process of implementing the power selling side policy.
