As a rapidly developing rail transportation vehicle,modern trams are gaining attention from various local governments in the country,and now local governments are trying to use public-private partnerships to operate in the face of such large-scale infrastructure construction and operation.Since the public-private partnership model needs to consider the common interests of private capital,local government and passengers,and the modern tram operation evaluation system itself has little research,and the system has not been perfected.Therefore,this paper takes the operation evaluation of modern trams in the franchise period as the starting point,analyzes the influence of various factors on the selection of indicators and builds a reasonable operation index system。Then this paper selects scientific and effective weight determination methods and operation evaluation methods,and takes Guangzhou Haizhu Modern Tram Project as a case to evaluate its operation status and provide a certain reference basis for local government subsidies.The main results of this paper include the following aspects:First,consider the impact of private capital during the franchise period,this paper analyzes the unfavorable factors such as the complex structure of the original urban rail transit operation system,the large correlation between indicators,and the poor statistics of some indicators.Then this paper adopts the comparative screening established five key categories of 18 low-relevant key indicators to constitute a modern tram operation index system.At the same time,considering the special situation of modern trams and vehicles and other vehicles that have the same road rights on some road sections.The road traffic collision accident was added as a one-vote veto to emphasize the important principle of safety.Secondly,for the determination of index weights,this paper combines the method of determining subjective and objective weights.this paper uses the Analytic hierarchy process analysis to obtain the subjective weights of the operation indicators.Then,combined with the operation statistics of the Guangzhou Haizhu Tram,this paper uses the entropy weight method to calculate the objective weight of the operating index,and finally use the linear weighting method to calculate the comprehensive weight.The results show that the number of delays of5 minutes or more,the complaint rate of 100,000 passengers and the on-time rate of tram are important factors in the operation index.Finally,this paper uses the TOPSIS method combined with operational data to evaluate the operational performance of Guangzhou Haizhu Modern Tram in 2019.The evaluation results show that the operating performance in May,August and march of 2019 was better.At the end of the article,combined with the index weights and evaluation results determined in this article,the government gives general reference suggestions on incentive compensation methods for franchise enterprises.
