| In December 2018,the National Development and Reform Commission and the Ministry of Transport issued the “Layout and Construction Plan of National Logistics Hub”,which aims to jointly build a low-cost,high-efficiency national logistics network system through the construction of a number of exemplary logistics hubs,promote the integration of logistics resources and industrial development factors,and solve the problems of weak distribution functions of traditional logistics nodes,insufficient ability to support industry and limited effects of scale economy.Through the layout and construction of national logistics hubs,on the one hand,the overall operation efficiency of logistics has been improved;on the other hand,opportunities have been created for the expansion of regional industrial scale and the promotion of industrial economic value.Through continuous cultivation and development of high-value industrial clusters,new momentum has been provided for the development of regional economy.Based on the above background,this paper selected the port-type logistics hub with a strong development trend as the analysis object,studied the development model of industrial clusters using the port-type logistics hub as a carrier,and provided certain directions for the development of hub industry and hub economy in the national logistics hub construction planning.Firstly,the basic theoretical system of the port-type logistics hub industrial cluster was constructed,the related theories of logistics hub,industrial cluster and economic circle were sorted out,and the relevant concepts of “port-type logistics hub” and “industrial cluster” under the research background of this paper were defined.Secondly,the development mechanism of port-type logistics hub industrial cluster was analyzed in detail.Based on the development experiences of typical port-type logistics hub industrial cluster,combined with the formation mechanism of port-type logistics hubs,the formation conditions and process of port-type logistics hub industrial cluster were deeply discussed.With reference to the industrial circle structure of the traditional economic circle,the evolution characteristics of port-type logistics hub industrial cluster were analyzed,the industrial categories of port-type logistics hubs were divided.And the development effects of port-type logistics hub industrial cluster were also dissected.Thirdly,combined with the development mechanism of port logistics hub industrial cluster,based on the development characteristics of the port-type logistics hub industrial cluster in its formation period,development period and emergence period,three phased industrial cluster development modes of “Hub+Logistics”,“Hub+Service” and “Hub+Platform” were summarized and refined,characteristic development measures in combination with typical cases under different development modes were put forward too.Based on the above analysis,the “mushroom cloud” model was applied to explore the evolution rules of the development model of the port-type logistics hub industrial cluster,and the development stage analysis model of the port-type logistics hub industrial cluster was constructed.Finally,taking Taicang port-type logistics hub as the research object,analyzed its hub development foundation and hub industrial cluster development stage by using the industrial cluster development stage analysis model,selected “Hub+Service” industrial cluster development mode based on the analysis results,and put forward two characteristic measures of “Service+Bulk commodity transaction” and “Service+Cross-border trade” for targeted development. |
