The role of industrial clusters in regional economy has become more and moresignificant. It is not only an important impetus of economic growth in developedregions, but also an effective model that promotes the rapid development andnarrows the regional gap in less developed areas. No matter internationally ordomestically, various types of industrial clusters has great relevance to regionaleconomic development. Industry cluster plays an an important role in integrating theregional resources, rationalizing industrial layout, absorbing employment, establishinginnovation system, improving the efficiency of enterprises, etc. In turn, the regionaleconomy can provide powerful guarantee for the development and upgrade of theindustrial clusters.With the rapid development of the Marine economy and under the backgroundof sea and land as a whole, coastal ports industry is taken more and more seriously.Port is the amphibious transportation junction, the distribution of goods and theimportant platform of the logistics activities. Port promotes logistics enterprises andother institutions gather near the harbour relying on the distinctive endowmentcharacteristics, and gradually develop the port logistics industrial cluster. Based onthis, firstly this paper analyzes the concept, the characteristics and the influencefactors of formation for the industrial cluster of the port logistics, and then furtherdiscusses the motivation of the interactive development between the industrial clusterof the port logistics and the coastal regional economy. It also points out that differenteconomic development level and policy environment in coastal areas determines thelife cycle process of the industrial cluster of the port logistics.Specifically, The lifecycle includes produce stage, growth stage, mature stage and decline stage. At thesame time, as a regional economic growth pole, the industrial cluster of the port logistics plays an important role in improving enterprise efficiency, integratingregional resources, increasing the speed of innovation, establishing the regional brandand promoting the development of coastal foreign trade. Secondly, this paperintroduces a system dynamics model and sets up the coastal area economic growthsubsystem, the industrial cluster of the port logistics subsystem and the industrialsubsystem near the port, then further analyses the interactive mechanism between theindustrial cluster of the port logistics and the coastal regional economy. Next, thispaper makes an empirical analysis setting up an example of shangdong province,Zhejiang province and guangdong province. The paper takes location quotient as themeasurable indicator for the industrial cluster of the port logistics and RGDP as themeasurable indicator for development of coastal regional economy, and then the papergets a conclusion using Granger Causality Test for location quotient and RGDP, futhermore, it analyses the results through the forecast variance decomposition. In general,the coastal regional economic development plays a stronger role for the industrialcluster of the port logistics, therefore, in terms of the future development, theindustrial cluster of the port logistics should improve their competitive advantage soas to realize the leading role in the coastal region economy. Finally, based on theresults of qualitative analysis and quantitative analysis, this paper puts forward someadvices realizing the interactive development.The research not only expand and deepen the theory of industrial clusters andregional economic interaction development, but also provides the basis for theindustrial cluster of the port logistics to promote the coastal regional economy underthe background of sea and land as a whole.
