Analysis Of Elevator Safety Supervision Problems And Countermeasures In Xining City

In recent years,local governments started to work on the urbanization development.Therefore,the construction industry has developed rapidly and the quantity of national multi-storey building under construction is still continuously increased.The elevators are essential structures of supporting facilities in the multi-storey buildings,serving the purpose of transportation and residents’ travel.Under the above-mentioned circumstances,related departments increasingly focus on management of elevators’ safety.Our nation made and implemented The Special Facility Safety Act in 2014 and adopted the management ways of Compulsory verification and safety inspection so as to advance the implementation of elevators’ safety management work and effectively promote the level of elevators’ safety,and accumulated numerous successful experience during the practice when carrying out various safety monitoring work.However,there stands some deficiencies in the aspect of elevators’ safety and monitoring,such as improperly using the elevators,weak monitoring and imperfect monitoring mechanism and so on.This thesis puts Xining city as the research target,and analyzes the problems of elevators’ safety monitoring in this area,takes the guidance of several scientific theories,utilizes the reference analysis method,on-the-spot investigation method and individual interview method and some other research methods so as to deeply analyze the existing problems in terms of elevators’ safety monitoring in Xining and point out deficiencies exposed from the elevators’ safety monitoring in this area:the development lag of governments’ monitoring capability,the non-standard management of the related unit,the lag of construction of monitoring institute and the common uncivilized use of the elevators by passengers.This thesis also analyzes the reason of rising problems,including the inefficiency of monitoring power and inspecting methods,the weak responsibility of using units,the disordered elevators’ maintenance market,the lack of competition in monitoring markets and the weakness of passengers using the elevator in a civilized way.Last but not least,the thesis puts forward the strategies and methods to resolve the problems of safety monitoring for the elevators through integrating the current situation in Xining,strengthening monitoring from governments’ departments,implementing responsibility of using units,lifting the access conditions of maintenance markets,reforming the mechanism of elevators’ monitoring as well as improving the close coordination among respective management parts in order to raise the safe operation level of elevators in this area.
