Research On Problems And Optimization Countermeasures Of Residential Elevator Safety Collaborative Supervision In Cangnan County

In recent years,with the rapid development of China’s social economy and the accelerating pace of urbanization,high-rise buildings have been everywhere in the field of vision.With the rapid development of the elevator industry,elevator equipment has become an important carrier of public travel,playing an extremely important role.Looking forward to the present,the supervision mode of residential elevator has been difficult to adapt to the development trend of the current society,elevator accidents occur frequently,property disputes are common,maintenance problems pending,serious threat to the public’s personal safety.How to solve the elevator problem and do a good job in elevator safety supervision has become an important research topic in the current society.Through the comprehensive use of literature research method,case analysis method,comparative analysis method and interview method,this paper takes cangnan County residential elevator safety supervision status quo as the entry point,through cangnan County elevator supervision background,the construction of supervision institutions,supervision subjects and functions as well as policy and regulation basis to reflect the current residential elevator supervision status quo.The problems of the cooperative supervision of residential elevator safety in Cangnan County are analyzed from three dimensions,that is,the coordination of the main dimension is low among governments,the coordination between government and market entities is not smooth,and the conflicts between private entities are prominent.In the dimension of coordination mechanism,there are problems such as imperfect legal system of multi-subject coordination,imperfect information sharing mechanism and unestablished evaluation mechanism of coordination effect.In the dimension of collaborative supervision,there are problems such as insufficient synergy in the residential elevator insurance system,insufficient synergy power caused by the lack of consciousness of main body responsibility,and unbalanced interest demands among main body restricting the collaborative development.And analyzes the reasons for the existing problems.Based on the experience of elevator cooperative supervision in other cities abroad,this paper puts forward the importance of cooperation supervision among departments,participation of non-profit organizations and public participation in the cooperative supervision of residential elevator safety.Based on the analysis of the above problems and causes,and based on the theory of collaborative governance,optimization countermeasures are proposed from three aspects: First,improve the internal and external collaborative mechanism of the government,guide market subjects to participate in collaborative supervision effectively,and give play to the collaborative role of associations and the public;Second,establish a collaborative legal and regulatory system,build a collaborative information sharing platform,and establish a collaborative effectiveness evaluation system;In the third place,deepen the integration of insurance mechanism into the collaborative governance process,accelerate the market-oriented reform of inspection institutions,and jointly smooth the channels of maintenance funds.Through these suggestions and countermeasures,the current cooperative supervision system of residential elevator safety can be optimized,and a new idea can be provided for promoting the establishment of multi-subject joint governance pattern of elevator.
