With the processing of urbanization in China,the major safety accidents within the construction of urban underground engineering have aroused widespread concern in society.The scholars and managers began to rethink the safety risk management of urban underground engineering.The root cause lies in the problems of current management of the core safety risks as “the formation mechanism and evolution process of the core safety risks is unclear;the responsibilities of parties who involve in risk management and mechanism of their collaboration are unknown".In view of this,this dissertation put forward the research proposition to realize the collaborative governance of the core safety risks in urban underground engineering,and developed the studies with the research logic of subject feature identification,evolution mechanism analysis,collaborative governance structure determination and governance mechanism design.The main work and innovation of the paper are summarized as follows:(1)Based on the characteristics of identifying the core safety risk,the driving factors and the evolution process of the core safety risk of urban underground engineering are explored by using the grounded theory,and the theoretical model of the driving factors and the evolution process of the core safety risk of urban underground engineering are constructed.The dissertation expounds the space-time attribute,quantitative attribute and relationship attribute of the core safety risk of urban underground engineering and its formation and evolution mechanism,which include the main difference between the core safety risk and the general safety risk is that the influence effect after the risk is not significant,that is,the process risk management is equally important to the two types of risk,and the risk environment,the risk factors and the individual attributes of stakeholders may become the direct or Indirect factors.The findings lay the foundation for the construction of collaborative governance structure and governance mechanism of the core safety risk of urban underground engineering.(2)Using the theory and method of social network analysis,the dissertation describes the governance structure formed by the parties who control and manage the core safety risk of urban underground engineering.It reveals that the loosening of the core safety risk governance structure of the existing urban underground engineering is due to the non-standardization of the risk control and the disorder of the related parties.By analyzing the position of the stakeholders in the governance structure from the perspective of social network and their relationship,the dissertation puts forward the optimization strategy of governance structure within the owner,the contractor and the insurer as the core parties.(3)The dissertation reveals the relationship between the parties who collaboratively govern the core safety risk and the combination of payoffs with different strategy under dynamic game from the perspective of mutual linkage and income correlation,and then deduces the trend of strategy selection among the parties.Based on the findings,the dissertation put forwards the strategic collaboration mechanism and the organization collaboration mechanism under the design of the governance mechanism,and finally constructs the collaborative governance mechanism of the core safety risk of the urban underground engineering based on the evolutionary game,and makes use of the system design to promote the cooperation between the parties.The analysis of the formation and evolution mechanism of the core safety risk of urban underground engineering and the discussion of the structure and mechanism of governing the core safety risk control in this dissertation provide structural and institutional support for guiding the effective control of the core safety risk of urban underground engineering in the practice and improving project management performance...
