Problems And Countermeasures Of Government Enterprise Cooperation In Power Public Crisis Of K City

With the continuous progress of society and the increasing frequency of human activities,the frequency and harm degree of all kinds of public crisis events are increasing.As an indispensable public product in daily life,the sudden large-scale power crisis is also included in the scope of public crisis.As the main responsible person of social management,whether the government can deal with the frequent public crisis quickly and effectively is an important symbol to measure the government’s modern governance ability.In order to deal with the public crisis quickly and effectively,the cooperation of all parties is one of the most critical factors.However,we need to continue to explore to achieve this.Based on the theory of public crisis management and from the perspective of the Government Enterprise Association,this paper takes the power grid paralysis caused by Typhoon "Pigeon" in K City,a famous hometown of overseas Chinese,as an example,and adopts the methods of case analysis and literature analysis to study the failure of government enterprise cooperation in the power public crisis.Through research and analysis,it is found that there are five aspects of government enterprise cooperation failure in response to the power public crisis:(1)government enterprise cooperation failure in the plan setting(2)The failure of government enterprise cooperation in information communication(3)The failure of government enterprise cooperation in resource scheduling(4)Government enterprise cooperation failure in emergency drill(5)The failure of government enterprise cooperation in media application.The reasons for the above performance are:(1)there are thinking inertia and budget constraints in the setting of government enterprise plans(2)The inequality of government enterprise communication and the difference of interest preference(3)There is a lack of unified planning for government and enterprise emergency resource reserve(4)The value orientation of government enterprise emergency drill is different(5)The application mechanism of government and enterprise media is not perfect.On the basis of the research,the paper puts forward the countermeasures to improve the power public government enterprise cooperation system as follows:(1)in terms of the Countermeasures of close cooperation between government and enterprise,government and enterprise should work together to study and judge the risk points of the plan,change consciousness,clarify the functional boundary of government and enterprise,break through thinking,and establish a learning type crisis plan setting team(2)In the aspect of information communication mechanism,the government and enterprises should innovate the interest compensation mechanism,reconcile the preferences of both sides,optimize the communication organization form,and reduce the information deviation(3)In the aspect of resource integration and scheduling mechanism,the government and enterprises should cooperate closely.According to the legal basis,we should requisition private disaster relief resources,strengthen the communication between government and enterprises,improve the emergency resource allocation system,rely on the information platform,and form a flat resource scheduling pattern(4)On the promotion of training,the government and enterprises should cooperate with each other to build a standardized training program,innovate government organizations,establish a normal training mode,guide enterprises by the government,and give full play to professional technology(5)In the media application mechanism,the government should change the concept,attach importance to the new media function,improve the information audit,give the public the right to speak,and the government should take the initiative to guide,so as to ensure the orderly release of enterprise information.
