Research On The Government Enterprise Cooperation Mechanism Of Urban Water Passenger Transport Management

Waterway passenger transport has always occupied an important position in the field of transportation.However,with the rise of faster transportation modes such as high-speed,railway and aviation,waterway passenger transport has gradually transformed from transportation function to tourism.Under the background of "powerful transportation country",waterway passenger transport has ushered in new opportunities for development.The new development mode of "transportation +tourism" has brought huge economic benefits,but it is also accompanied by problems that hinder the transformation of waterway passenger transport to tourism.On the basis of reviewing relevant research literature on the transformation and development of urban waterborne passenger transport,this thesis uses the questionnaire survey method to identify and build the government enterprise coordination mechanism in domestic urban waterborne passenger transport,and then selects the specific case of Chongqing District Y for verification and analysis,focusing on the government enterprise coordination mechanism in the process of urban waterborne passenger transport development transformation,collecting data by means of interviews,etc.,and using grounded theory procedural coding,With the help of Nvivo software,six core elements to promote the development of urban water passenger transport are identified and extracted,and a reality model of government enterprise collaboration is built.This thesis first introduces the background of the transformation and development of urban waterway passenger transport,summarizes the research status at home and abroad,and then introduces the relevant concepts of waterway passenger transport,government enterprise coordination mechanism and the relevant theories of this thesis.Then,analyze the current government enterprise collaboration subject of urban waterborne passenger transport,prepare and issue questionnaires,find out the influencing factors and the government enterprise collaboration mechanism,and carry out verification analysis from the specific case of Zone Y,and collect relevant data through interviews,the Internet,etc.Secondly,Nvivo11 software is used for qualitative analysis of the data.Through manual coding and coverage analysis of the original data,61 initial concepts,13 subcategories and 6 main categories are extracted.Based on this,a realistic model of the government enterprise coordination mechanism for the transformation and development of urban waterway passenger transport is constructed,and research and interpretation are carried out.Finally,based on the above analysis,the thesis puts forward suggestions to promote the coordination between government and enterprises in urban waterborne passenger transport.Through the research,it is found that the government enterprise coordination is the key to promote the transformation and development.The government enterprise coordination of urban water passenger transport is realized based on the comprehensive role of market development conditions,policy orientation,supply behavior,participation motivation,cooperation mechanism and effective governance.The relationship among policy orientation,supply behavior and participation motivation changes differently in each stage of urban water passenger transport transformation.The theoretical contribution of this thesis is to introduce the synergy theory into the research on the relationship between government and enterprises in the transformation and development of urban water passenger transport,and build a theoretical model of government enterprise synergy by analyzing the logical relationship between the two subjects of specific cases.At present,the research on the relationship between government and enterprises is often carried out from a static perspective.This thesis makes a dynamic analysis on the key elements of government enterprise coordination,strengthens the relationship between the key elements,and further enriches the research on the relationship between government and market.Based on the specific case of the transformation of urban water passenger transport to tourism,this thesis introduces the grounded theory and synergy theory,which provides a new perspective,new vision and Enlightenment for promoting the transformation of urban water passenger transport: enterprises are the main body of the urban water passenger transport market,and their main role cannot be ignored;Policies guide market players to form joint forces,cultivate and establish mutual cooperation,and enhance the cooperation and participation of enterprises;Deeply understand the development stage and background of urban water passenger transport market,and clearly grasp the market development rules and background characteristics.
