Research On Government-Enterprise Collaboration In Public Safety Emergencies

With the deepening of urbanization and the increasing expansion of city layout,urban rail transit has been expanding from line and network to surface along with the development of cities.After the outbreak of COVID-19 in 2020,Close partly because of its spatial structure of urban rail transit,the air circulation is not smooth,more populous and flowing quickly become a new crown city public security health emergency epidemic prevention and control of important and difficult^[1][2],are not taken significant epidemic infection risk source,leading to a large group of cross infection epidemic spread,endanger the safety of people’s lives and health,The coordinated response to public security emergencies led by the government and actively participated by enterprises also faces significant risks and challenges.The outbreak of the novel coronavirus is an emergency affecting public security.In order to better respond to the novel coronavirus outbreak,achieve social security and stability,better solve the public security emergencies and crises,and achieve the goals of the country,the autonomous region and Nanning City of"stabilizing the economy,preventing the epidemic and ensuring safe development",This paper takes Nanning Municipal government and Nanning Rail Transit as the research team of the government and enterprises,and takes the government-enterprise coordination to deal with the novel coronavirus outbreak as the entry point and analysis point.Combined with the results of the questionnaire and the author’s experience in practical cases,it applies the theories of crisis management,synergy theory,limited government and government failure to carry out a study on the government-enterprise coordination to deal with such public security emergencies.This paper is mainly divided into six parts:introduction,related concepts and theoretical basis,questionnaire analysis,actual case analysis,countermeasures and suggestions,and conclusion.Firstly,the collaborative management of government and enterprise in the handling of COVID-19 emergencies that affect public safety was taken as the research topic,and systematic research was carried out on this issue by means of literature research,questionnaire survey and case analysis.Secondly,this paper tries to solve the problems and causes of government-enterprise cooperation in the emergency management of epidemic prevention and control in public security emergencies such as the novel coronavirus epidemic prevention and control,and explores ways to play the government-enterprise collaboration in dealing with public security crises such as the novel coronavirus epidemic prevention and control,and finally proposes relevant measures to improve the government-enterprise collaborative development.It lays a theoretical and practical basis for better government-enterprise collaboration to promote public security,and guides and standardizing government-enterprise collaboration to achieve the purpose of managing public crisis.Through research,it is found that the collaboration between government and enterprise plays an important role in ensuring the prevention and control effect of the novel coronavirus.In particular,good results have been achieved in the public security response to the spread of the novel coronavirus and the prevention and control of the novel coronavirus,and good results have been achieved in the public security crisis management.However,due to the imperfect laws and regulations,the imperfect government-enterprise coordination mechanism,the relative shortage of human and material resources,and the lack of incentive and compensation mechanism in government-enterprise coordination,the government-enterprise relationship between the government and enterprises has been distorted to a certain extent,and the effect of the prevention and control of the novel coronavirus epidemic has a certain degree of deficiencies and needs to be improved.This paper analyzes the causes of the factors that affect government-enterprise coordination in public security emergencies,reflects on the internal distortions,contradictions and deficiencies of government-enterprise main participation in public security incidents such as the prevention and treatment of the novel coronavirus epidemic,further proposes solutions to existing problems,enhances the efficiency of government-enterprise coordination,and promotes the resolution of public security crises.To provide reference for the next step of government and enterprise coordination to deal with public security emergencies.
