| Germany is the first country in the world to establish a social old-age security system,and has formed a relatively mature coping mechanism in community and home old-age care.Perfect community and home nursing service facilities can enable the elderly to obtain comprehensive,continuous and necessary nursing services in a comfortable community environment.This article combed the German pension service facilities type from single to diversified development,taking the city as an example of the present conditions of the old-age care facilities in Germany,through the analysis found that the German mutual relationship between different categories of old-age care service facilities,has formed the effective community endowment that occupy the home care service system.Based on the above research results,this paper puts forward the concept of "German community home care service facility system",and further summarizes the framework,components,service content and linkage mechanism of the system,which provides reference for the construction and planning of community care facilities in China.Chapter 1 describes the research background,points out the necessity of the research,introduces the domestic and foreign existing literature related research,and explains the main content and target direction of the paper;Chapter 2 summarizes the development process from single to diversified types of pension service facilities in Germany.With the national economic development level as the entry point,the per capita GDP of Germany in different stages of economic development and the type of nursing facilities are compared and analyzed,and the corresponding relationship between per capita GDP and the development stage of community home nursing service facilities system is obtained.At the same time,combined with the development history of the community nursing care system in the United States and Japan,this paper makes a horizontal comparison and summarizes the common law of the development of the three countries’ nursing care service facilities system.Chapter 3 takes Berlin as an example,through literature and field investigation of existing community home care facilities in Berlin,summarizes the functions,service contents,facility features and representative cases of various facilities in the German community home care service facilities system.It is found that Germany has formed a perfect and mature community home care facility system,with a variety of facilities in the system,which take care of all kinds of needs of the elderly from health to aging,disease to death.Chapter 4 based on the above research results,the perspective combing system to Germany have different types of community endowment that occupy the home care services,summarizes its system components,functions and the linkage mechanism between facilities,and information network platform,summarizes the elderly in the community enjoy pension that occupy the home care services system of living,nursing,medical services.Chapter 5 analyzes the status quo and problems of China’s community home care service facilities system based on the actual situation of China’s community home care at the present stage,and puts forward countermeasures and suggestions from the development order,development perspective and the role of the government,so as to make the research have more practical and feasible significance.Chapter 6 is the conclusion,reviewing the conclusions in the paper and looking forward to the development prospects of China’s pension undertakings.It is the key link to realize the old-age care in primary residents to establish the community home care service facility system and coordinate the service linkage mechanism.This system integrates the pension resources inside and outside the German community,and makes the community and home care orderly,integrated and efficient through the internal linkage mechanism of the system.This study will provide reference for the construction of community home care facilities in China. |
