With the continuous advancement of Lhasa’s urbanization and motorization,the contradiction between the growth of residents’ travel demand and the insufficient and unbalanced urban development has become increasingly prominent.Under the limited traffic allocation resources in Lhasa,how to make full use of hard-won traffic resources,meet the travel needs of residents,and achieve travel equity is the focus of urban transportation system research.This article analyzes and studies the problems faced by residents in Lhasa from the perspective of residents’ travel equity.First of all,this article combined with relevant domestic and foreign research sorted out and definition the basic theories of travel equity,public transportation resource allocation balance,road traffic resource allocation equity involved in this article.Secondly,this article combines the basic data of Lhasa’s bus routes and stations to establish a public transport spatial geodatabase in Lhasa’s central urban area,Furthermore,the spatial network accessibility assessment method of Arc GIS is used to measure the time accessibility spatial pattern of the overall bus station and the time accessibility spatial pattern of the traffic district in the central city of Lhasa.Based on this,the global spatial autocorrelation and local spatial autocorrelation models are combined to study the equilibrium types of public transportation in Lhasa.Then,on the basis of dividing Lhasa’s central urban area into different areas,combining the road area occupied per capita during the operation of different transportation modes and the proportion of different travel modes in each area,the Canberra index evaluation method is used to evaluate the city center of Lhasa.The equity of the allocation of road traffic resources for different trips of residents in each area was evaluated.Finally,combined with the theory of regional compensation,relevant countermeasures for the unreasonable phenomenon in the allocation of traffic resources in Lhasa.Based on the analysis of the reasons for the unreasonable allocation of public transportation resources in Lhasa and the reasons for the deprivation of travel among different travel modes in each district,corresponding countermeasures are put forward.The main conclusions of this article are as follows:(1)From the results of the overall accessibility measurement of bus stations,the time accessibility of bus stations in Lhasa is 23.94 minutes higher than the average accessibility,accounting for 36.70% of the total,and lower than the average accessibility,accounting for 63.30%.In addition,most of the stations with lower than average time accessibility are distributed in the core area of Lhasa,and the accessibility of bus stations gradually decreases from the core area as the center to the surrounding area;(2)From the results of overall accessibility measurement of the traffic analysis zone,35 traffic districts have time accessibility within 25 minutes,accounting for 51.5% of the total traffic analysis zone in Lhasa,and the time accessibility of traffic analysis zone is greater than 25 minutes.There are 33 traffic analysis zone,accounting for 48.5% of the total traffic analysis zone.The average accessibility of the traffic analysis zone is 28.66 minutes.There are 19 traffic analysis zone with accessibility values of more than 35 minutes,accounting for 27.9% of the total number of traffic analysis zone.In these traffic analysis zone,the allocation of public transportation resources for residents is poor;(3)From the results of the spatial distribution balance type of the accessibility of the traffic analysis zone,the core area of Lhasa’s central urban area has high(low)accessibility of the traffic analysis zone that are clustered in space.On this basis,combined with the evaluation results of the local autocorrelation model,the balance of public transportation resource allocation in the central city of Lhasa is divided into three types: superior resource allocation,backward resource allocation,and low resource allocation.Among them,the superior resource allocation is mainly concentrated in the core area of Lhasa city center,and the backward resource allocation and low resource allocation areas are mainly distributed in the urban fringe areas;(4)From the evaluation results of the equity of the road traffic resource allocation among the residents’ travel modes in different districts of Lhasa’s central urban area,the road traffic resources occupied by the traffic mode used by a certain group of residents are different from the traffic mode used by other groups.There are differences in the road traffic resources occupied,resulting in space deprivation.There are certain difficulties in maximizing the utility of road traffic resource allocation in each area.At the same time,residents have deviations in the demand and availability of a certain mode of travel,resulting in inequity among travel groups of different modes of transportation in each area;(5)Through the relevant research on the evaluation and countermeasures of Lhasa’s travel equity,it is found that the Arc GIS-based public transportation accessibility measurement method and the Canberra index inequity measurement method can be better applied to the evaluation of Lhasa residents’ travel fairness.At the same time,there is an imbalance in resource allocation in the current travel process of Lhasa residents.In addition,appropriate and reasonable policies and measures should be formulated from various aspects to guide residents to travel.
