Urban traffic problem,especially the traffic congestion of megacities and big city,has significant influence on urban resident life quality.But current measures adopted for relieveing traffic congestion do not achieve expected goal,the effect of relieveing traffic congestion is little and traffic congestion level is increasing.The basic reason is that travelers are not initiatively willing to use public transit and many measures adopted to require traveler to reduce car using amount are forcible.Therefore,the key of dealing with urban traffic problem is how to make traveler to initiatively reduce car using amount and initiatively willing to use public transit.It is required that all travelers can cooperate with each other under the condition of common travel intervention,that is,travelers are initiatively willing to use public transit.The research on travel cooperation mechanism is needed.Travel cooperation process is cooperative process.The influence factors of travel cooperation are analezed through RP and SP survey.The results show that the main influence factors of travel cooperation are travel resource allocation,travel cooperation cost alloction and travel condition constraint.The basic condition of travel cooperation is reasonable travel space-time resource allocation.Aiming at the problem of current travel space-time resource allocation,the travel space-time resource allocation method based on equity is discussed.The travel space-time resource allocation method based on traveler acceptance level is discussed.The relationship of travel space-time resource ownership and use right from the point of traveler is analyzed.These discussion provided prerequisite for reasonable travel cooperation cost alloction.Comprehensive considering travel time cost,travel expense cost and travel comfort cost corresponding with different travel cooperation level,the travel cooperation cost allocation model is established based on the principle,which is that the higher travel cooperation level is,the less travel cost is.The car using amount is devided into three types which includes not exceeding basic demand amount,not exceeding allowed amount and exceeding allowed amount.The method and principle of differentiation successive cars use expense is adopted in travel cooperation cost allocation model.Questionnaire survey is conducted for travel cooperation cost allocation method.Survey results show that travel cooperation cost allocation method is reasonable and feasible.The reasonable travel intervention is needed for realizing travel cooperation.The traveler acceptance on travel intervention strategy determines the true travel cooperation level.The influence factors of traveler acceptance on travel intervention strategy are travel cost,service level,basic demand,demand elasticity and condition constraint.Service level includes relatively service level of public transit to car,condition constraint includes constraint of time and expense can be used for travel and travel comfort can be accepted.The relationship between traveler acceptance level and influence factors is analyzed.Traveler's acceptance on current travel intervention strategy is investigated and analyzed.How to synergy different travel intervention strategy is analyzed and synergy level model is established.The goal of travel intervention is to promote travel cooperation with making traveler willing to initiatively choose public transit.Therefore,the public transit priority level corresponding with expected travel cooperation level should be definite.Based on the analysis problem of of current puclic transit priority,public transit priority level is proposed and its connotation is analyzed.Public transit priority level includes travel time priority level,travel expense priority level,travel comfort priority level and comprehensive priority level.Through survey,travel cooperation level of different public transit priority level is discussed.It provides specific method for determining necessary public transit priority level in order to achieve expected travel cooperation level.The research provides theory and method for how to conduct travel intervention in order to achieve expected travel intervention goal.It is benefit for promote urban traffic problem to be effectively improved.
