| Since the 18 th National Congress of the Communist Party of China,in order to meet the People’s ever-increasing needs for a better life continuously,all the governments have increased their investment in municipal construction,with the view to improve the living environment of the masses,to improve people’s well-being.Municipal construction projects are mostly people’s livelihood projects.The whole process of construction will affect the image of the city and the life of the surrounding residents.However,in the process of contract management of many municipal construction projects,there are many problems,such as the lack of quality of managers,the lack of attention to risk prevention,the imperfect construction of mechanism and system,and the lack of risk prevention measures,always cause some risk factors,affect the project construction process and quality,resulting in the interests of the country and the people suffered losses.In this study,the high-speed Railway Station A Square,which is a construction project with universality and similarity recently,is selected as a case to study the risk prevention in the contract management of municipal construction projects.First of all,drawing on the research results in China and abroad,this study analyzed the routine and characteristics of municipal construction projects,and then,combining the current situation of risk prevention in the process of project contract management,using the method of Literature Research,Check List,Brainstorming,Delphi method and so on to identify the potential risk factors in case project contract management,based on the results of risk identification,the persons concerned were invited to conduct a questionnaire survey to estimate the probability of occurrence of the relevant risk factors and the degree of risk loss in the process of contract management;and then,the persons concerned were invited to conduct a questionnaire survey to Quantitative analysis the probability of occurrence of the relevant risk factors and the degree of risk loss in the process of contract management,a simple two-dimensional coordinate model is built and the data is brought in for calculation and qualitative analysis,thus the risk grade of the potential risk factors in the process of project contract management is obtained,combined with the characteristics of municipal construction projects,the existing problems are analyzed,the optimization ideas and measures of risk prevention are put forward,and the conclusions and recommendations are given.The results show that: the main types of contract management risk of the project include the quality of headquarters personnel,contract negotiation,contract text using and other risks in the contract preparation and signing stage;Labor disputes,public security,financial risks and other risks in the stage of contract performance;Various risks in contract acceptance stage,such as supervision technical level,professional ethics,capital settlement,etc;As well as social stability,policy and administrative instructions,public emergencies and other risks.By measuring all kinds of risks,it can be divided into three levels:big risk,middle risk and small risk.Then,the paper analyzes the main problems existing in the project contract risk management,including the defects in the institutional setting,the imperfect system construction,and the inadequate risk prevention measures at all stages of contract management.Then it puts forward some risk prevention measures,such as setting up special contract risk prevention department,strengthening contract internal control management,establishing joint conference system,strengthening contract management life cycle risk prevention,and doing well in social stability risk prevention.Through the research of this paper,it helps the project headquarters managers to recognize the problems existing in the current contract management risk prevention work as soon as possible,promote the optimization of contract management risk prevention measures,strengthen the risk prevention ability,so as to promote the smooth progress of the project,and finally realize the original intention and goal of win-win between the project construction and local governments.At the same time,I hope that through this study,we can provide some reference for other municipal construction project. |
