The port is a comprehensive transportation hub,as well as a strategic resource and important support for economic and social development.Located at the intersection of the Beijing-Tianjin-Hebei and Bohai Rim Economic Circle,Tianjin Port is an important strategic fulcrum of the “Belt and Road” initiative and an important carrier for the Collaborative development of Beijing,Tianjin and Hebei province and the construction of the northern international shipping area.Improving the sea-rail transportation can promote the import and export trade of Tianjin Port and the hinterland of western China,and promote the balanced economic development of the eastern,central and western regions.Therefore,sea-rail combined transportation has become one of the main measures to promote the "Belt and Road" initiative.Under the guidance of the national “One Belt One Road” initiative,Tianjin Port Group relies on its advantages in routes,business,scale,and brand to cooperate with other large port logistics companies in the Tianjin-Hebei region.On the one hand,it strengthens the construction of sea-rail intermodal software and hardware facilities,and on the other On the one hand,with the help of the good foundation of the inland dry port,the sea-rail combined transportation channel to the central and western regions is opened,and the sea-rail combined transportation is strategically placed as one of the sustainable development strategies.With the method of empirical analysis,the strategic environment of the development strategy of Tianjin Port Sea-Rail Combined Transport is analyzed.Integrating corporate resource capabilities,it analyzes five types of internal environments,including infrastructure resources,transportation business capabilities,service capabilities,informatization and safety management,and corporate culture that affect the development strategy of Tianjin sea-rail combined transport.Integrating the PEST model and the five-force competition model to analyze the four types of external environments that affect the development strategy of Tianjin Port’s sea-rail combined transportation,including location conditions,political environment,economic environment and surrounding ports.Through the SWOT analysis method,the advantages,disadvantages,opportunities and challenges of the Tianjin Port Sea-Rail Combined Transport Development Strategy are studied.Provide qualitative analysis and judgment for the key factors affecting the development strategy of Tianjin Port Sea-Rail Combined Transport.Through the ISM method,the key factors influencing the development strategy of Tianjin Port’s sea-rail combined transportation have been identified.That is,an ISM team composed mainly of technical experts,coordinators and participants was established.From internal factors and external factors,eight key factors affecting the development strategy of Tianjin Port Sea-Rail Combined Transport were selected,and questionnaires were designed,issued and collected.Questionnaire.Construct the adjacency matrix and reachability matrix of the factors influencing the development strategy of Tianjin Port-Sea-Rail Combined Transport,and the tomographic hierarchy of the factors that influence the development strategy of Tianjin Port-Sea-Rail Combined Transport,obtain the ISM model that affects the development strategy of Tianjin Port-Sea-Rail Combined Transport,and analyze Tianjin The ISM model of the development strategy of port,sea and rail transport.Explains the implementation strategy and guarantee of the development strategy of Tianjin Port-Sea-Rail Combined Transport.The purpose of the implementation strategy is to achieve the strategic positioning and strategic objectives of the development of Tianjin Port-Sea-Rail Combined Transport,and the specific force of the implementation strategy is to strengthen the hinterland economy’s promotion of port development,improve the overall infrastructure system of Tianjin Port-Sea-Rail Combined Transport,and improve The continuous interaction of the "four forces" such as service quality and ensuring the upgrade of relevant standards for sea-rail combined transport.The main way of strategic guarantee is to strengthen organizational leadership,strengthen policy support and create a good environment.
