Urban System Planning And Optimization Of Mountain County Based On Assessment Of Resources And Environment Carrying Capacity

In the new era,the State implements the strategy of main functional zones and promotes the construction of a unified territorial spatial planning system.The county level is the basic unit for the state to carry out the planning of main functional zones and to unify all kinds of spatial planning.As the leading and programmatic planning for the development of small towns in the county,the "Three Structures" planning,which is the core content of County town system planning,will be integrated into the spatial planning system with other spatial planning.For mountainous counties with abundant ecological resources,it is more necessary to carry out the concept of ecological civilization construction and optimize the formulation of ideas and methods.Therefore,it is of great theoretical and practical significance to grasp the problems existing in the current urban system in mountain counties and to study the ways to optimize the planning of the urban system in mountain counties.Firstly,the paper elaborates the concept of resource and environmental carrying capacity which can be used to represent the development potential of small towns.At the same time,this paper combs and summarizes the relevant theoretical and practical research at home and abroad from three aspects: the theory of carrying capacity of resources and environment and the planning of County town system,the general situation of research and the relationship between the development potential of small towns and the planning of County town system.It is also commented that the carrying capacity of resources and environment can be specifically studied for more direct development resources,such as economy,industry,social basis,location and transportation,in view of the development potential of small towns.Then,the paper analyses the main factors that should be considered in the planning of County town system from three aspects: the development strategy and prediction at County level,the general situation of each town and the existing problems of County town system,and summarizes the main problems of County town system in mountain area,including unbalanced development,poor connectivity,weak polar nucleus,weak radiation,poor coordination and insufficient integration.There are five aspects: weak characteristic,not obvious characteristic,insufficient quantification and weak scientificity.Taking Qimen County as an example,this paper establishes an evaluation system of comprehensive carrying capacity of resources and environment,which reflects the development potential of small towns and reflects the characteristics of towns,and determines the specific weight according to the importance of each index to the development of Qimen County.Finally,based on the comprehensive evaluation system of resources and environment carrying capacity,the paper evaluates the single and comprehensive carrying capacity of each town in Qimen County,obtains the fuzzy comprehensive evaluation value of the development potential of each small town,combines with other factors of County town system planning,carries out town system planning and Optimization in Qimen County,and provides a method and thought of town system planning and Optimization in mountain county.
