Newly-established undergraduate colleges occupies "half of the river and mountains" of ordinary undergraduate colleges in our country.They have made outstanding contributions in building a country with human resources,serving the country and local economy,and have cultivated a large number of applied engineering talents for my country.Therefore,the training quality of engineering talents in newly-established undergraduate colleges has a far-reaching impact on higher education and the future construction and development of the country,so it is urgent to ensure the training quality of engineering talents in newly-established undergraduate colleges.This article uses literature analysis,text analysis,case analysis and other methods to conduct research on the quality assurance of engineering talent training in newly-established undergraduate colleges.First of all,through the background analysis of the quality assurance of personnel training and the combing of relevant literature,the basic issues of "who guarantees" and "what is guaranteed" for the quality of engineering talent training in newly-established undergraduate colleges are based on stakeholder theory and total quality management theory.Research are carried out to look into the implementation objects and several links of the quality assurance of engineering talent training in newly-established undergraduate colleges.Secondly,from the two dimensions of the subject and object of the quality assurance of talent training,taking the "Undergraduate Teaching Quality Report" of 115 newly-established undergraduate colleges in science and engineering as a sample,it analyzes the status quo of the quality assurance of engineering talent training in newly-established undergraduate colleges.There are problems such as unclear responsibilities and rights of stakeholders,insufficient participation,uneven development of various links in the talent training quality assurance system,and insufficient talent training quality assurance system.From the perspective of the lack of a "responsibility sharing" mechanism among stakeholders,the quality assurance process of talent training has not formed a closed loop of "spiral rise",and the reasons for the different understanding of the talent training quality assurance index system are analyzed.Thirdly,In seeking to solve the problem,we learn from the Fujian University of Technology to implement the engineering education certification concept,to formulate the top-level design of talent training participated by both the universities and enterprises,establish clear and measurable graduation requirements,design the curriculum system,carry out the classroom teaching revolution,establish the system of continuous improvement of teaching quality assurance,explore in terms of faculty building,support conditions,etc,and summarize its use of engineering education professional certification as a platform to improve the quality assurance content of engineering talent training,strengthen the main body of engineering talent training quality assurance,and innovative talent training mode.We hope to provide reference and enlightenment for newly-established undergraduate colleges in quality assurance for engineering talent training.Finally,in response to the above-discovered problems and case analysis,based on stakeholder theory and total quality management theory,combined with the practice of engineering education professional certification,forming a three-dimensional structure of a three-dimensional structure of a quality assurance body,quality assurance object,and engineering talent cultivation.a "five in one" new undergraduate colleges and universities engineering talent training quality assurance content system consisting of a decision-making and command system,execution system,inspection and evaluation system,feedback and improvement system has been constructed.At the same time,it proposes to deepen the participation of quality assurance subjects,improve and perfect quality assurance objects,and continue to promote the construction of a quality assurance system for talent training certified in engineering education.
