Currently, our country is in the key period of socialist construction. The title of manufacturing country must be changed through speeding up the transformation of economic development mode, adjusting the economic structure, constructing innovative country. So the industry is faced with a fundamental change. The industry needs a large number of talents with engineering practical ability, manipulative ability and innovation ability. These requirements give new mission to higher engineering education in our country. Reform of engineering education is imperative to ensure the quality of engineering education. It is an importance means of cultivating qualified engineering talents to constr uct engineering education quality assurance syste m especially interior quality assurance system. This paper makes the analysis of higher engineering education interior quality assurance system in our country and attempts through the methods of literature review and international comparison to investigate the status and problem of higher engineering education quality assurance system. And it also learned from advanced experiences of foreign universities to construct higher engineering education interior quality assurance system in our country with enlightenment.Firstly, the paper analyses theoretical basis of constructing higher engineering education interior quality assurance system, including systematic theory, theory of total quality management and PDCA circle theory. In constructing interior quality assurance system in universities should take the view of systematic theory, total quality management as the guiding ideology and follow the scientific work procedures of the PDCA circle. Secondly, reviewing the development history of higher engineering education in our country, the paper analyses the current status and problems of interior quality assurance system, and then finds out the reasons of problems. Thirdly, it makes the systematic analysis of higher e ngineering education interior quality assurance system from the aspects of characteristic, function, element and structure. The characteristics mainly include system, integrity, periodic, purpose and adaptability with the main function of penetration of quality culture, diagnosis and control, incentive and restriction. Factors contains the subject and object elements, which is an important part of interior quality assurance system in universities. It can be seen that the quality assurance system is how to r un through analyzing the structure containing goal system, organization system, evaluation and supervision system, information collection and feedback system, support system. Dynamic mechanis m includes incentive and constraint mechanism, competition mechanism, internal management mechanism and long term mechanism of quality assurance. Furthermore, it is can be seen that there are some similarities of several developed countries such as America, Germany and Britain in construction of interior quality assurance through the comparison of development history of engineering education and advanced experiences of constructing engineering education interior quality assurance system. For examples, formulating quality target and constructing organization and quality culture. Finally, the paper puts forward some suggestions about constructing China higher engineering education interior quality assurance system so as to promote the reform of higher engineering education in our country and improve engineering education quality.
