transformation and reduce air pollution in developed countries,the new energy industry is positioned as an important means to revitalize their own economy and change their energy distribution.With the continuous development of China’s comprehensive national strength,the contradiction between rapid economic growth and resources and environment has become increasingly acute.The original extensive economic growth mode has not been fundamentally changed,and there are structural contradictions in economic development.According to the deployment of the 2012 central economic work conference,changing the mode of economic development,adjusting the economic structure,innovating the economic development mode,and accelerating the development of strategic emerging industries such as new energy and new materials have become major tasks and main directions of economic work.As a very important part of the strategic emerging industry established in China,the new energy vehicle industry is not only the main content of national smart grid construction,but also an effective way to reduce environmental pollution,which has very important strategic significance.In order to guide and standardize the benign development of China’s new energy vehicle industry and promote the healthy and orderly growth of new energy vehicle industry cluster,the national and local governments at all levels have issued a series of new energy vehicle industry support policies.The new energy vehicle industry support policy is the strong backing and strong guarantee for the healthy development of new energy industry.Since January 2009,the state has successively issued industrial support policies,such as the plan for the adjustment and revitalization of the automobile industry,the Interim Measures for the management of financial subsidies for the demonstration and promotion of energy-saving and new energy vehicles,the detailed rules for the implementation of subsidies for new energy vehicles,and the industrial development plan for energy saving and new energy vehicles(2011-2020),which greatly promoted the new energy vehicle industry in China Development.In this paper,the impact of the support policies on the industry,through the analysis of the support policies of the United States,Japan,Europe and other countries and regions on the new energy vehicle industry,on the basis of summarizing the research conclusions of domestic and foreign scholars on the industrial support policies in various regions,this paper selects Chengdu as the research object with problems,conflicts and management obstacles On the basis of the comprehensive analysis results,this paper provides research suggestions on scientific policy planning,optimizing policy implementation and improving industrial support policy by using market failure theory,new public management theory,government intervention theory and other related theories.First of all,through policy comparison,questionnaire survey and other ways,this study takes Chengdu’s industrial support policy as the analysis object,through questionnaire survey,policy comparison and other forms to analyze the status quo.While affirming the promotion and achievements of a series of industrial support policies issued by Chengdu City to the industry,it also finds that the policy still exists in the implementation,such as the policy is difficult to implement Technical innovation and parts industry strength is weak,lack of strong supervision and audit,policy propaganda work is not in place.Secondly,we should dig into the problems and find out the reasons for the lack of long-term consideration,the lack of solid implementation,the lack of unified tools and the insufficient support policies.Finally,the paper puts forward the Optimization Countermeasures: first,scientifically plan and improve the industrial support policies,check the short board and fill the gap,give full play to the role of the policy in the market traction,and provide planning guarantee for the virtuous circle development of the industry;second,optimize the government functions,pay close attention to the implementation of policies,and
