Research On The Development Policyofnewenergy Automobile Industry In Jiangxi Province

The continuous popularization of automobiles not only brings convenience to people’s lives and production,but also brings a series of energy and environmental problems such as oil shortage,air pollution,global warming and so on.From the trend of industrial development,new energy vehicles are the only way to transform the automotive industry,and they are also becoming the hotspot and arena of automotive development at home and abroad.Jiangxi has a good foundation of automobile industry,rich lithium ore and other core resources.It has innate advantages in developing new energy vehicles,but it also faces the problems of small overall scale of automobile industry and weak core competitiveness.From the perspective of public management,it is undoubtedly an important way to promote the high-quality leap-forward development of Jiangxi Xinneng Energy Vehicle by formulating and improving industrial development policies and further optimizing the business environment.Based on the current situation of new energy automobile industry in Jiangxi Province,this paper systematically combs the industrial policies of the whole country and Jiangxi in promoting the development of new energy automobile industry from 2001 to 2018.Through a longitudinal analysis of the 18 years’ industrial policies in China,it is found that the total development trend of the new energy automobile industry policy is gradual decline in the amount of subsidies,and the policy from encouragement to compulsion.Through the horizontal comparison between the national and Jiangxi industrial policies,it is found that the new energy vehicle policy in Jiangxi has problems such as insufficient overall support,insufficient coverage of preferential policies,and incomplete supporting industrial policies.On this basis,the author further studies and analyzes the development experience of new energy vehicle powers such as the United States,Britain,Germany,and Japan,and summarizes foreign advanced development experience from three aspects: laws and regulations,financial subsidies,and tax incentives.And the perfect legal system is the basic guarantee for the promotion of new energy vehicles.Direct subsidies,indirect subsidies,and points system are the inspirations of the global subsidy.Based on this,this paper proposes policy recommendations for promoting the development of Jiangxi’s new energy automobile industry from the aspects of “three transformations” in understanding the development of new energy vehicle policies,creating a policy environment for long-term stable development of new energy automobile industry,and actively strengthening financial policy support..
