Research On Policy Making Of New Energy Vehicle Industry In Shanghai

The development of new energy vehicle industry is a strategic solution for environmental protection and energy conservation,and also one of the important industrial layout for national and local economic development.Therefore,the development of new energy vehicle industry needs policy support and guidance.Shanghai has issued a lot of new energy vehicle industry related policies,but their role in the practical application process is not obvious,there are still problems in policymaking.Policy tools are the means and methods to achieve policy objectives.The rationality of policy tools is directly related to the development of industry.Therefore,this paper studies the policy text from the perspective of policy tools.First of all,this paper combs and summarizes the research in related fields at home and abroad,as a reference for this study,and selects 65 policy texts related to new energy vehicle industry issued by Shanghai municipal government and its directly subordinate departments from 2011 to 2020 from the government official website as the analysis object.According to the theory of policy tools classification,the policy tools in the policy text are divided into three types: environment type,supply type and demand type;At the same time,this paper constructs the analysis framework from five dimensions: the time of promulgation,the Department of promulgation,the type,process and role of policy instruments.Secondly,65 policy texts are extracted,coded and classified by using content analysis and statistical analysis,and then the quantitative analysis is carried out through the analysis framework to understand the development trend of Shanghai new energy vehicle industry policy and the policy tendency in different periods.In the further analysis of the types,process and function dimensions of policy tools,it is found that most of the policy tools belong to the environment type and supply type,and tend to the industry marketing process,and there are some deficiencies in the supervision in the field of quality and safety.Thirdly,through the quantitative study of the policy text,the paper deeply analyzes the problems existing in the new energy industry policy of Shanghai,which are mainly manifested in the imbalance of the distribution of policy tools,the "emphasis on marketing,light research and development" of policy tools in the industrial process,and the insufficient supervision of policy tools in the field of quality and safety.Finally,based on the new public management theory,this paper analyzes the causes of the problems from the rationality of "economic man",sunk cost,legal system and other aspects,and puts forward some suggestions,such as carrying out public discussion,strengthening the management and control of R & D process,improving the legal system and so on,For other local governments in the new energy vehicle industry policy-making to provide a reference.
