In 2019,China’s overall energy supply and demand will grow steadily,the energy consumption structure will continue to be optimized,and the power supply guarantee capacity will be further improved.The GDP will be close to 100 trillion yuan,with a year-on-year growth of 6.1%;the installed power generation capacity in China will be2.01 billion kilowatts,with a year-on-year growth of 5.8%;and the national power generation capacity will be 7.3 trillion kwh,with a year-on-year increase of 4.7%.At the same time,China’s energy and power development is still facing many difficulties and problems.Some key technologies of energy and power are controlled by people,and the reform of system and mechanism has entered the deep water area.Affected by the high cost of power coal procurement and the increase of low-carbon environmental protection cost,thermal power enterprises are facing greater pressure.In 2019,the NPC and CPPCC once again proposed to continuously promote pollution prevention and control,win the blue sky defense war,and low-carbon environmental protection and clean development have become the hard constraints for the development of China’s power enterprises.The research object of this paper "mengneng Xilin thermal power plant" is located in Xilingol clean energy export base of Inner Mongolia,which is a typical pithead environmental protection cogeneration power station.This paper studies and analyzes the overall development strategy of Xilin thermal power plant by means of literature research and investigation.This paper studies how Xilin thermal power plant,under the current resources,complies with the trend of the times,faces various risks and challenges,and grasps historical opportunities.Combined with the development vision and goal of Xilin thermal power plant,the development strategy and guarantee implementation scheme for Xilin thermal power plant are formulated.First of all,this paper will be the current national energy and power industry,thermal power industry and Inner Mongolia Autonomous Region,such as the background of good energy factors,pointing out the significance of this paper,analysis methods,analysis ideas,clear analysis basis of the paper.Using SWOT Combined matrix,Porter’s five forces model and pest theory are used to study the current external environment of Xilin thermal power plant.At the same time,the internal environment of Xilin thermal power plant is evaluated to find out the opportunities,challenges,advantages and disadvantages of Xilin thermal power plant.It is necessary to formulate development strategy for Xilin thermal power plant,establish a large market direction,and strive for new heat supply based on the existing thermal market In terms of power supply,we will strive for a wider power sales market through the implementation of direct power supply for large customers;in other business,we will increase steam supply business and fly ash sales and utilization.Decompose the strategy and propose specific plans.This paper expounds the relevant measures to ensure the implementation of the strategy,so as to realize the objectives of Xilin thermal power plant,so as to continuously enhance the core competitiveness of the enterprise and realize the high-quality and sustainable development of the enterprise.This paper hopes that through the analysis of the internal and external environment of Xilin thermal power plant,we can make strategic planning for Xilin thermal power plant.We hope that this paper can not only provide reference for the strategic decision-making level of Xilin thermal power plant,but also provide corresponding reference for similar thermal power enterprises in this region to formulate development strategies.
