In 2020,the government work report of the third meeting of the National People’s Congress requires power companies to continuously reduce electricity prices and implement the three-year reform of state-owned enterprises.The in-depth reform of the power system has promoted the in-depth innovation of the overall budget management of power generation companies.In order to ensure that power generation companies achieve sustainable development,while continuously improving their own power technology,it is also necessary to improve the effectiveness of business management through a comprehensive budget management system.In recent years,my country’s power generation companies have been affected by the continuous reform of the power market.Under the continuous reduction of electricity prices,the comprehensive budget management of power generation companies has ushered in new challenges.In order to improve the effectiveness of the overall budget management of power generation enterprises,it is particularly important to construct a scientific and complete evaluation system for the effectiveness of overall budget management.This article uses the case study of Qinhuangdao Power Generation Co.,Ltd.to evaluate the effectiveness of its overall budget management using the analytic hierarchy process-fuzzy comprehensive evaluation method.Firstly,on the premise of the components of comprehensive budget management,the current situation of comprehensive budget management of Qinhuangdao Power Generation Co.,Ltd.is analyzed;then the comprehensive budget effectiveness evaluation index system is established according to the overall idea and design principles and the analytic hierarchy process,and the fuzzy comprehensive evaluation method is used for demonstration Analyze;then evaluate the results of the empirical analysis and conclude that the comprehensive score of the target level of Qinhuangdao Power Generation Co.,Ltd.is between the general and the higher of the overall budget effectiveness evaluation level,and the effectiveness level is good.Among the criteria-level indicators,the overall budget management environment,target setting,preparation,execution,and element effectiveness are higher than other elements.In particular,the target setting elements based on risk management and control have the highest effectiveness evaluation scores;finally,the effectiveness evaluation results are given to Make corresponding suggestions so that the company has a relatively complete comprehensive budget management system,and provide reference for other companies in the same industry.
