Study On The Planning Strategy Of Chang’an Selenium Tea Characteristic Town At The Southern Foot Of Qinling Mountain In Shaanxi

In the context of the strategic development of rural revitalization,characteristic towns are an important carrier for the transformation and upgrading of my country’s characteristic industries and the implementation of new urbanization.characteristic towns are innovative practices to implement the national new-type urbanization strategy.Characteristic towns are the top-level design for achieving sustainable economic growth in my country.It is of positive significance for implementing the strategy of rural revitalization and consolidating a well-off society.The southern foot of the Qinling Mountains is located in the southern part of Shaanxi Province.Building a characteristic town on the southern foot of the Qinling Mountains is an important part of the development strategy of southern Shaanxi.Chang’an Se-tea characteristic town is located in the middle of the Qinba Mountains,at the junction of the three provinces of Shaanxi,Hubei and Chongqing.It has outstanding ecological resource advantages and is a typical ecological small town and an inter-provincial border town.Chang’an Town,better ecological background,the type of rich resources,tourism resources tea township cultural experiences highlight the advantages and distinctive features.Due to the solid foundation of the selenium tea industry,Chang’an Town was rated as the second batch of national characteristic towns in 2017,becoming one of the 14 national characteristic towns in Shaanxi Province.Therefore,this paper takes the Chang’an Se-tea characteristic town in Pinli County in the southern foot of the Qinling Mountains of Shaanxi as the research object,and discusses the methods suitable for the planning and design of the characteristic town.On the basis of sorting out the development theory and planning practice of characteristic towns at home and abroad,the research is focused on the following aspects:First,through the analysis of the status quo,it is found that Chang ’an Selenium Tea Town is faced with many problems,such as the contradiction between ecological protection and development,single industrial structure,serious lag in the development of characteristic industries,and insufficient support of material space for cultural resources.Based on the analysis of development potential,five advantageous resources of "mountain,water,tea,city and people" are summarized.Tea culture,selenium enrichment,gynostemma pentaphylla and tourism industry have strong market competitiveness,and a three-level planning strategy framework of "macroscopic,meso-microscopic" is constructed.Second,at the macro level,we should give priority to ecological protection and adopt the strategy of regional linkage development.Protect the ecology of Qinling Mountains as the bottom line,strengthen the ecological environment construction;Promote industrial development through regional linkage,and promote the in-depth integrated development of tea tourism;Enhance quality with characteristic connotation,make characteristic industry bigger and stronger;With the joint development mechanism as the guarantee,to achieve a win-win situation between the government and developers.Third,the middle level,focus on industrial layout and spatial structure optimization strategy construction.To build an industrial system of tea travel integration and enhance the connotation of the industry;Relying on the overall structure of "One Belt,One Group and Five Groups" in Chang ’an Town,cultivate composite functional space;In combination with land use conditions,layout of all kinds of functional space;Draw up implementation plans and promote the implementation of small town projects.Fourthly,at the micro level,specific spatial guidance and quality improvement strategies are proposed.Combining the characteristic resources and pattern of Chang ’an town,inherit and carry forward the historical context;Relying on landscape cultural resources,improve the quality of stock space;Enhance the spatial image of Chang ’an Town by building features,sorting out control elements,building height control,building style control,etc.Through perfecting public service facilities,optimizing the public transport environment and other measures to improve the supporting facilities system.Through the above planning strategies at different levels,the spatial pattern of selenium tea characteristic town is optimized,the industrial development is promoted,and the characteristic brand is reshape,so as to develop it into a professional town leading the development of selenium tea and gynostemma pentagemma industry in China,and to build it into the sub-industrial center of Pingli County.This will play an exemplary role in how to make a reasonable development strategy for small towns in southern Shaanxi in the future and has important practical value.
