| Global climate change has brought frequent extreme weather disasters,and floods are one of the main disasters that endanger urban security.Under the background of rapid urbanization,cities responding to flood disasters are characterized by weak resistance,weak regulation,and weak emergency response,let alone manage and use floods scientifically.As the research on the concept of resilience in the field of urban planning is gradually deepening,the concept of resilience provides a new perspective for urban flood management.However,the existing research is limited to theoretical explanations and lacks a systematic and comprehensive method for flood resilience planning.Therefore,it is necessary to translate the concept of resilience in the field of flood planning and management.This article takes urban flood disasters as the research object,through summarizing and refining the principle of resilience,constructs a theoretical framework of flood resilience,and puts forward three principles of flood resilience under the theoretical framework,namely,system layout anti-disturbance,infrastructure adjustment,full-time risk management and control.Under the guidance of the theoretical framework,summarize the problems of urban flood resilience,focus on the impact mechanism of production-confluence space construction on urban flood resilience,and on this basis,put forward flood resilience planning and management strategies to achieve the goal of the integration of resilience in urban construction,and sustainable city building.First of all,this paper carried out the construction of the theoretical framework of flood resilience planning and management.Through research on resilience theory,planning methods for flood resilience,flood management methods at home and abroad,summarizing the principles of resilience theory to form flood resilience planning and management principles.Secondly,analyzing the cause and characteristics of flood disasters in Zhangzhou City from the perspective of disasterology.Using remote sensing system,SCS-CN model,ArcGIS and other software to analyze the disaster factors,disaster-bearing bodies and disaster-preventing environment of Zhangzhou City,summarize the problems of flood-bearing resilience,and focused on the construction of production-confluence space.Thirdly,this article reveals the effect of production-confluence space construction on urban flood resilience.Use SWMM hydrological simulation technology to simulate flood disaster scenarios in the typical area of Zhangzhou central city,analyze the characteristics of the impact of runoff space construction and confluence space construction on the production-confluence process in different flood recurrence periods,and make the key point in the construction of production and confluence space more clear.In the end,the article conducts empirical research and planning on typical areas in the downtown area of Zhangzhou,and responds to the theoretical framework of resilient flood-bearing constructed in the previous article.The corresponding planning strategies to enhance the city’s resistance,adaptability and full-time ability of flood-bearing planning are obtained.Combining the theoretical framework with specific practice provides a reference for the practice of urban resilience construction. |
