The Research On Problems And Countermeasures Of The Sichuan Provincial Government Promoting General Aviation Industry

Transport aviation has rapidly developed into the world’s second largest transport aviation country since 1949,but general aviation has not kept pace with national development.Therefore,it is widely regarded as having great growth potential and Contributing to the national industrial upgrading strategy.The General Office of the State Council has issued <Guidelines for Promoting the General Aviation Industry> in 2016,which means that the nation attaches great importance to the development of general aviation to a new height.Different from the current mainstream research literature are about the Chinese and foreign industry comparison and industrial development strategy,this study is mainly about how the government promotes general aviation industry.Firstly,study the problems and causes of promoting general aviation industry by sorting out the development status of general aviation and relevant policies and regulations of the nation and Sichuan Province.Then,put forward countermeasures and suggestions combining the current situation of industrial development after analysis of the developed areas of general aviation cases.The theoretical basis of this study are Market Failure Theory,public product theory and New Public Service Theory.This study defines the core concepts of general aviation industry and development of general aviation industry,analyzes the current situation and government management system of Sichuan general aviation industry,compares the development of general aviation industry in advanced regions at home and abroad.This study expands the research perspective from the government perspective,which provides research experience for the subsequent analysis of the government’s promotion of the development of general aviation industry.The main conclusions of this study are as follows:First of all,in the regions where general aviation is relatively developed,the government’s promotion measures all play a key role,such as promoting manufacturing industry,constructing general aviation airports,strengthening aviation support services and airspace management.Secondly,Sichuan Provincial Government attaches great importance to the development of general aviation,includes carrying out pioneering work in the reform of low-altitude airspace management and low-altitude tourism operations.Thirdly,there are some problems in promoting the development of general aviation industry in Sichuan Province,for example,large-scale manufacturing capacity has not yet been formed,the progress of airport construction is slow,the existing airspace is insufficient,and the development of low-altitude tourism and aviation sports is slow.Finally,based on the current situation of Sichuan general aviation industry and the experience of the cases,it is suggested that government can promote manufacturing industry upgrading includes strengthening the coordinated development of industries,focusing on breakthroughs in the manufacturing industry and building a technical exchange platform,improve the airport system including optimizing construction planning,investment and operation,strengthen flight support services,expand the available airspace by expanding the available airspace and accelerating the reform process of airspace management,and cultivate the general aviation market in the aspects of low-altitude tourism aviation sports and emergency rescue.
