The Three Gorges Project is a key project for the control,development and protection of the Yangtze River,and its completion is of great significance for ensuring the flood control safety of the southern section of the Yangtze River.After the operation of the Three Gorges Dam,the flood control pressure has been greatly reduced in the spring and summer flood season,and the flood control capacity of the dam has been greatly improved.After the flow volume in the autumn and winter dry season has been increased,the shipping conditions in the middle and lower reaches have also been improved,which has promoted the economic growth along the line.However,the impoundment of the Three Gorges Dam has also brought about the change of river flow velocity,which has led to the adjustment of river trend and a new round of bank collapse.In view of this situation,the State Council approved the "Follow-up Work Plan of the Three Gorges Project" in 2011.Since the plan was approved,Hunan Province has implemented four single projects,including river regulation project and key bank collapse control project,in stages and in batches.By December 2019,the construction task of the main project has been completed.The follow-up projects of the Three Gorges Project(Hunan Section)are all operated within the territory of Yueyang City,and the comprehensive benefits of the project investment on Yueyang’s economy,society and ecology have not been systematically analyzed and evaluated at present.Based on this,this paper takes the follow-up project of the Three Gorges Project(Hunan Section)as the object of the comprehensive evaluation of project investment benefit,summarizes the relevant research status at home and abroad,and straightens out the relevant concepts and theoretical basis of the comprehensive evaluation of project investment benefit.Then,based on the analysis of the three gorges project follow-up(hunan)investment,on the basis of basic situation,three aspects from social,economic,and ecological construction project investment evaluation index system of comprehensive benefits,and USES the questionnaire survey method,econometric regression analysis model,financial index analysis and other quantitative methods to analyze investment comprehensive benefit index.On this basis,this paper uses AHP-fuzzy comprehensive evaluation method to evaluate the comprehensive benefit of the project investment,and finally puts forward countermeasures and suggestions to improve the comprehensive benefit of the project investment based on the index evaluation results.Through in this paper,we study mainly the following two conclusions: first,by using quantitative and auxiliary,qualitative methods follow-up project of three gorges project(hunan)investment comprehensive benefit index were analyzed,and found that social benefit and economic benefit is obvious,the project investment and project investment of ecological environment caused some negative effect but under control;Secondly,this paper uses AHP-fuzzy comprehensive evaluation method to evaluate the comprehensive investment benefit of the follow-up project of the Three Gorges Project(Hunan Section).The results show that the economic benefit of the project investment is greater than the social benefit,while the social benefit is greater than the ecological benefit.This study provides a complete framework for the evaluation of the comprehensive benefit of engineering project investment and has a certain reference value for improving the level of the comprehensive benefit of engineering project investment. |
