Research On Sino-Russian Energy Cooperation Under The Background Of "One Belt One Road"

With the deepening of economic globalization,the world economy has presented many uncertain factors,mainly in the following: international exchange rate fluctuations,deep contradictions between some major powers have become increasingly prominent,and Ukraine,Syria and European debt crisis The aftermath still exists.Based on the complicated international situation,it is even more necessary to reach a consensus on mutual cooperation between countries.“The Belt and Road”initiative is the meeting point for the continuous cooperation of all countries.The more favorable economic,cultural policies and mutually beneficial cooperation platforms have created more favorable conditions for the in-depth cooperation and development between China and Russia in the energy field.The energy cooperation between China and Russia has coexisted since 1991.in the process of energy cooperation between the two countries,Russia adhered to the principle of maximizing profits and lacked trust in China.In recent years,due to the rapid development of China's economy,China's demand for energy has become larger and larger,becoming the world's largest energy consumer.It is also inevitable to continuously expand the diversification of energy imports.As a country along “The Belt and Road” and a neighboring country on land in China,Russia has naturally become a good choice for China's energy cooperation.At this stage,Russia's good relations with China and its rich energy supply provide possibilities for further cooperation between China and Russia in energy.Over the past few years,Russia's economic development has been relatively sluggish.It requires China's relatively mature technical support for high-speed rail and computers to re-inject blood into its economic development.Therefore,the prospects for energy cooperation between China and Russia are very broad.In the context of the “The Belt and Road”,this paper analyzes the basis of energy cooperation between the two countries from the political,cultural and economic levels.The political level explains the good relations between China and Russia and the Silk Road Economic Belt and Eurasian Economic Union.The docking cooperation;the cultural level mainly expounds the influence of civilization on the energy cooperation between the two countries;the economic level mainly expounds the “The Belt and Road” land geography advantage,adequate financial support,the impact of foreign technology on Sino-Russian energy cooperation and the energy trade between the two countries.Competitive and complementary.From the three aspects of the history,status quo and problems of Sino-Russian energy cooperation,the status of energy cooperation between the two countries is summarized.Based on these theoretical knowledge,the data from 1992 to 2016 were selected and the influencing factors of Sino-Russian energy cooperation were quantitatively analyzed by OLS analysis.Finally,in response to the problems in the process of cooperation and the direction and goals of China-Russia future energy development,we have tentatively put forward corresponding policy recommendations from the economic,energy infrastructure,political and legal levels to jointly build energy in China and Russia.The new situation of cooperation provides a reference for realizing the mutual benefit and win-win situation of the two countries in energy cooperation,the improvement of the international image and the continuous expansion of the international influence of the “The Belt and Road”.
