| With the rapid development of urbanization,the aggregation effect of public health events in cities cannot be ignored.Infectious diseases pose a serious threat to human safety and bring huge hidden dangers to the stability of economy and society.Regional traffic control can effectively curb the spread of diseases and has become an important measure for many countries and regions to deal with the spread of infectious diseases.However,improper or excessive control often occur in practice.To solve this problem,this paper reaserch emergency traffic control implements and strategies to public health events,aiming at proposing scientific emergency traffic control using limited resources,reducing negative impact of traffic control on society.Based on the relative concept and governance system in urban functional zoning,such as life circle and residential community,this paper proposes the concept of metazone,whose scale and functional characteristics is combined with the characteristics of public health events emergency responsing,regional built environment and residents’ travel behavior.An automatic identification method of meta-zone.Based on meta-zone,the decision-making framework of traffic control strategy put forward,and the traffic control strategy among and within meta-zones is decided.For traffic control between various meta-zones,based on urban traffic data analysis of traffic flow characteristics among meta-zones For a single meta-zone in the scenario of traffic control,this paper establishes the traffic control strategy based on P-model optimization model,considering a variety of control under the condition of limited resources,to meet the needs of people in and out of the unit,for a single metazone of traffic control to choose reasonable position and way,allocate limited controls resources,to achieve a precise control.With the support of the above technical methods,this paper takes the central urban area of Chengdu as an example to conduct the division of meta-zones and the decision-making of traffic control strategies.This paper put forward for public health emergencies prevention and control of the meta-zone and enrich the urban space divided into functional zoning of related concepts,and on the basis of the implementation of emergency traffic control decision-making method,the existing city function zoning technology under the special scene had certain extension and refinement,is expected to play in the urban traffic emergency management practice.It can also be extended to other urban traffic management scenarios and emergency scenarios. |
