The Study Of Locomotive Operations Department On-Site Operations Safety Supervision

Locomotive operations safety has been the critical part of railway transportation safety, an essential as well as difficult part. Unlike ordinary industrial and mining operations, the on-site locomotive operations have the characteristics of being highly difficult and risky. This is due to a few reasons:locomotive operations is the last stage to ensure traffic safety and prevent traffic accidents; members of staff are widely spread and mostly mobile; the work is around the clock etc. Especially after the implementation of Single Driver Mode and high-speed trains, it proposed a higher standard for the supervision of the on-site locomotive operations. Therefore, reinforcing the supervision of on-site locomotive operations is significant to ensure the continued stability of the transport order.This paper mainly discusses the following few aspects:1. By constructing a game model, the paper systematically analyzes and concludes that the supervision of on-site operations helps locomotive engineers with their daily work compliance, as well as helps reduce the probability of accidents. Building a re-supervision mechanism on the grass-roots level safety managers can also effectively improve the performances of the managers.2. In the paper, the safety management systems of the locomotive operations at stations, depots and workshops have been explored. The characteristics of a variety of supervision methods of the locomotive operations department have been discussed in details. The processes of locomotive engineers'work have been analyzed, with the operating procedures specifically classified and the feasible supervision methods of each stage summarized.3. The supervision ratios generated from the game model have been combined with the actual situation of the safety supervision of the locomotive operations department. The incentive assessment model, safety supervision scale evaluation model and actual supervision results evaluation model have been established. Based on the conclusions of the game model, methods to improve the supervision performances of the on-site operations and the effects of the safety re-supervision have been analyzed.4. Considering that the approaches of improving the safety supervision on the locomotive operations utilize various technology tools and the importance and necessity of the monitoring device, the paper discussed methods to expand its functions based on the deficiencies of the current train running safety monitor & record devices in terms of the supervisions on shunting etc.With the game model as the essence and combining the practical work of locomotive operations, the paper systematically discusses the necessity of on-site operations supervision, its approaches, incentive models, norms and criteria, evaluation and means of improvement. The discussion provides a theoretical basis for regulating the management, implementing of effective on-site supervision and maximizing the performance of the managers at the grass-roots level.
