Research On Delimitation Method And Planning Strategy Of Suburban Integrated Villages In Shenyang

In September 2018,the State Council of the CPC Central Committee issued the "strategic plan for Rural Revitalization(2018-2022)".the plan proposes to divide China’s villages into three types: agglomeration and upgrading type,suburban integration type,characteristic protection type and demolition and merger type,among which suburban integration type is an important one,In the planning,the concept is only described qualitatively,but how to identify and delimit the suburban integration villages is not given a specific calculation method.Based on this background,this paper takes the relevant villages in Shenyang suburbs as the basis,takes the measurement of the suburban area and the degree of urban-rural integration as the key to the delimitation of suburban integrated villages,and takes the degree of integration as the factor of the classification of suburban integrated villages,so as to determine the delimitation method and classification basis of suburban integrated villages in Shenyang suburbs.This study combs the national and local planning,standard definition and related research,combined with a certain amount of practice accumulation and participation in the village planning project within the research period,qualitative and quantitative comprehensive analysis,puts forward the concept definition of suburban integration village and the scope of Shenyang suburb;Based on the statistical analysis of the data,this paper uses the Herfindahl index method to construct the standard of urban-rural integration degree of suburban integration villages;From the spatial perspective of location leading integration degree,this paper classifies suburban integration villages by the method of leading first and then subdividing,and finally puts forward targeted strategies for each type of villages.The detailed conclusions are as follows(1)Through the combination of qualitative and quantitative methods,the method of "one person,two measurements and multiple indicators" is obtained "One" is within the jurisdiction of the urban area,while the suburban areas outside the urban built-up area is the scope,"two measurement" mainly refers to the calculation of the current urban-rural integration degree and the future urban-rural integration potential by using the Herfindahl index method,"multi index" is reflected in the urban-rural industrial integration degree,infrastructure interchange degree and life service sharing degree.(2)Based on the relevant village data in Shenyang suburb,the Herfindahl index is determined as the standard of integration degree of suburban villages.When the Herfindahl index exceeds 0.5,the village meets the current urban-rural integration standard;When the Herfindahl index is between 0.20 and 0.5,the village reaches the standard of urban-rural integration potential value;When the Herfindahl index is less than 0.20,the village is excluded from the category of suburban integration village.(3)Based on the principle of "first leading,then subdividing",this paper divides the types of suburban integration villages.According to the dominant integration degree,the suburban integration villages in Shenyang are divided into three categories and six sub categories: industrial production integration,facility agriculture integration,tourism service integration,municipal facilities interoperability,transportation hub interoperability and life service sharing.(4)Taking the suburban integration villages in Shenyang as an example,it is concluded that the development of suburban integration villages in Shenyang is faced with continuous occupation of agricultural land and serious waste of land;The population loss is increasing year by year,which leads to the increasing aging rate;There are various types of industrial development,but the advantage industries closely related to Shenyang are not prominent;Village style and city style are mixed.(5)According to the classification of types and the analysis of the current situation,this paper puts forward the targeted integration strategies of suburban integration villages in Shenyang.Industrial production integration should gather characteristic industries and improve investment environment to meet the market demand of Shenyang;The integration type of facility agriculture should develop collective economy,extend industrial chain,introduce urban management and expand integration level;The integration type of tourism service should create an integration type of land layout to provide diversified services for Shenyang citizens;The interchange of municipal facilities should respect the ecological environment and be backed by new technology;The interchange type of transportation hub should promote the construction of urban and rural roads,promote the communication between urban and rural areas,make use of the transportation advantages,actively develop supporting industries,and expand the integration path;The life service sharing type should optimize the supporting services and urban and rural sharing facilities,enhance the construction of village identification,and strengthen the participation of villagers.In general,this paper creatively puts forward the method of "one person,two measures and multiple indicators" to delimit suburban integrated villages in Shenyang suburbs by using comprehensive investigation and practice analysis method and hefendahl index method,and explores the classification of current suburban integrated villages and the integration strategies of this type of villages,so as to provide technical support for the planning of a large number of such villages,In order to provide a theoretical basis for Rural Revitalization.
